4. The Emergency Management Director, or his designee, is responsible <br />(subject to Board approval) for activating the plan and directing <br />preparedness, response, recovery and mitigation operations. <br />5. ESFs represent groupings of types of assistance activities that the <br />County is likely to need from the State. For a complete listing of <br />primary and secondary agencies and their respective ESFs, see the <br />ESF Matrix attached to this document and identified as Figure 6. <br />ESFs and lead agencies include: <br />ESF #1 Transportation - Indian River County School Board <br />Transportation Department <br />To coordinate transportation systems and provide emergency <br />transport of goods for other ESFs. <br />ESF #2 Communications - Indian River County Department of <br />Emergency Services, Emergency Management Division; and <br />Radiological Emergency Preparedness Division. <br />To provide emergency radio and telephone communications services <br />to organizations involved in the response and recovery operation and <br />to support the private sector in restoration of the affected public grids. <br />ESF #3 Public Works and Engineering - Indian River County <br />Public Works Department <br />To evaluate infrastructure damage and coordinate emergency debris <br />clearing of essential roads. Will also coordinate emergency <br />contracting, engineering services, demolitions and fuel shortages. <br />ESF #4 Firefighting - Indian River County Department of <br />Emergency Services, Fire Rescue Division <br />To detect and suppress wildland, rural and urban fires. Also, to <br />provide incident management teams to assist in command and control <br />operations. Directs all search and rescue operations. <br />ESF #5 Information and Planning - Indian River County <br />Department of Emergency Services, Emergency Management <br />Division <br />To collect, analyze and disseminate critical information on emergency <br />operations for decision-making purposes. <br />Indian River County Comprehensive Emergency Management Plan Basic Page 60 <br />
