C. GENERAL <br />Local units of government call for assistance during events in which <br />their own resource and response capabilities are overwhelmed. The <br />County will provide assistance to municipalities within their borders, <br />and then turn to the state for assistance when their capabilities are <br />overwhelmed. The County and the state together determine whether <br />inter -county mutual aid or direct state assistance is needed. <br />2. The Emergency Management Director, or his designee, will activate <br />the EOC at any time a threat of danger to Indian River County <br />becomes imminent. The EOC will then become the central command <br />post for coordinating the operational, logistical and administrative <br />support needs of response personnel located in the EOC or in the <br />field. <br />a. The Primary EOC is located at 4225 43rd Avenue in Vero <br />Beach and will be the first choice for EOC operations. <br />b. The first alternate EOC will be the auditorium of the Indian <br />River County Sheriff's Office, located at 4055 41st Avenue. <br />This site will be designated only if conditions threaten the <br />primary location. The Emergency Management Director, or his <br />designee, will make the decision to move to this location if it <br />becomes necessary. <br />C. A second alternate EOC will be chosen given the existing <br />conditions at the time. <br />4. The County must be able to respond quickly and effectively to <br />developing events that may require the County to enact a Mutual Aid <br />Agreement. When an event or potential event is first detected, the <br />EOC initiates activation (monitoring). Communications are <br />maintained between the County EOC and the SEDC; the county <br />commissioners and Governor may be notified. <br />5. As County operations progress, the Emergency Management Director <br />may advise the Board of County Commissioners to declare a local <br />state of emergency and make a formal request for state assistance. <br />The request is channeled through FDEM to the Governor's Office. At <br />the same time, FDEM may recommend that the Governor declare a <br />statewide emergency. <br />6. After impact of a major or catastrophic emergency, Rapid Impact <br />Assessment Teams (RIATs) may be deployed at the request of the <br />Emergency Management Director.
