will be deployed via aircraft or land transport to augment local <br />assessment of the immediate human needs (food, water, <br />health/medical, housing), and the damage to infrastructure <br />(transportation, communications and utility systems). The disaster <br />assessment is used to identify those emergency actions that are <br />necessary to preserve life and property in the impacted area. See <br />Annex III of the CEMP for more information. <br />7. The County EOC serves as the central clearinghouse for <br />information collection and coordination of response and recovery <br />resources within the County, including the cities within the County. <br />During a major or catastrophic emergency in Florida, un -impacted <br />counties are also requested to activate their EOC. This system <br />allows the SEOC to coordinate the delivery of intra -state mutual aid <br />in an organized manner through the County network. <br />D. DIRECTION & CONTROL <br />Discussion of decision-making authority retained at county level: <br />a. The on -scene commander or commanders in an emergency <br />response are local officials, usually a representative from <br />emergency management, law enforcement, or fire rescue. <br />Overall, local coordination and commitment authority for local <br />assets is retained by local elected officials, and delegated to <br />the County Emergency Management Director. <br />b. The Emergency Management Director is responsible for the <br />activation and maintenance of the operational readiness of the <br />EOC, directing county evacuation, opening shelters, requesting <br />state assistance and all recovery activities within the county. <br />County authorities, through the Emergency Management <br />Director, may also activate mutual aid agreements with <br />neighboring counties, and will coordinate mutual aid <br />agreements between municipalities within the county. <br />2. Maintaining consistency with the Federal Emergency Management <br />Agency and State Emergency Operations Center, the following are <br />the levels of activation used by the County EOC: <br />a. Level I - Full Scale Activation: <br />In a full-scale activation, all lead and support agencies are <br />notified.
