12.0 RECOVERY & RE-ENTRY <br />12.1 GENERAL <br />This section provides general guidelines for recovery and re-entry <br />operations to be followed when a hazardous materials emergency has <br />been brought under control and no further significant releases are <br />anticipated. Decisions to relax protective measures emergency will be <br />based on an evaluation of chemical concentrations which exist at the time <br />of consideration and on the projected long-term exposure which may <br />result in dose commitments to residents and transients in the affected <br />area. <br />12.2 RECOVERY <br />Recovery operations may be coordinated and directed from either the <br />County EOC or the on -scene command post. <br />12.2.1 Environmental Analysis <br />Prior to allowing public access to potentially contaminated areas, <br />the Indian River County Health Department and the State <br />Department of Environmental Regulation will evaluate the <br />environmental conditions in the affected areas by conducting direct <br />measurements and collecting environmental samples for laboratory <br />analysis. Environmental sampling will proceed from the perimeter <br />of affected areas to the interior. <br />In-state laboratory analysis of collected samples may be performed <br />at any of the laboratories identified in Section 7.0, or by <br />independent contractors made available by the state departments <br />of Environmental Regulation or Natural Resources. <br />12.2.2 Containment and Clean-up <br />At any release where the lead agency determines that there is a <br />threat to public health, welfare or the environment, the lead agency <br />may take any appropriate action to prevent, mitigate or minimize <br />the threat to the public health, safety, or to the environment. In <br />determining the appropriate extent of action to be taken at a given <br />release, the lead agency should first review the preliminary <br />assessment and current site conditions. <br />Indian River County Emergency Plan for Hazardous Materials Page 75 <br />
