The following factors should be considered in determining the <br />appropriateness of removal actions: <br />a. Actual or potential exposure to hazardous substances <br />by nearby populations, animals or food chains; <br />b. Actual or potential contamination of drinking water <br />supplies or sensitive ecosystems; <br />C. Hazardous substances, pollutants or contaminants in <br />bulk storage containers that may pose a threat of <br />release; <br />d. High levels of hazardous substances or contaminants <br />in soils, largely at or near the surface, that may <br />spread; <br />e. Weather conditions that may facilitate the spread or <br />release of hazardous substances; <br />Threat of fire/explosion; <br />g. Availability of other appropriate state or federal <br />response mechanisms; and <br />h. Other situations or factors which may pose threats to <br />public health, welfare or the environment. <br />If the lead agency determines that a removal action is necessary, <br />actions shall be taken as soon as possible to prevent, minimize or <br />mitigate the threat to public health, welfare or the environment. <br />Indian River County Emergency Plan for Hazardous Materials Page 76 <br />
