For an emergency plan to remain useful, it must be kept up-to-date <br />through a thorough review of actual responses, simulated exercises, and <br />collection of new data. As key assumptions and operational concepts in <br />the plan change, the plan must be amended to reflect the new situations. <br />13.2.1 Full Scale Exercise <br />A full scale exercise is designed to fully demonstrate the <br />emergency preparedness and response capabilities of appropriate <br />county agencies and organizations. Mobilization of local emergency <br />personnel and resources will be demonstrated. <br />13.2.2 Functional Exercise <br />A functional exercise is designed to demonstrate one or more <br />functions or capabilities specified in the emergency plan. <br />Mobilization of local personnel and resources will be limited. <br />13.2.3 Tabletop Exercise <br />A tabletop exercise is a simulation in which response activities are <br />discussed. There is no mobilization of emergency personnel and <br />resources. <br />13.2.4 Scheduling & Scenario Development <br />Exercises will be scheduled by the Indian River County Department <br />of Emergency Services. Exercise objectives and the scenarios for <br />the exercises will be developed and prepared by the Indian River <br />County Department of Emergency Services at which time facility <br />owner/operators will be encouraged to participate. Scenarios will <br />be varied from year to year such that all major elements of the plan <br />and preparedness organizations are tested within a five (5) year <br />period. <br />The scenarios will include but not be limited to the following: <br />Objectives of the exercise and appropriate evaluation <br />criteria; <br />2.
