12.3 RE-ENTRY <br />The decision to relax protective actions will be made by the Chairman of <br />the BCC, in consultation with the Indian River County Public Health <br />Director, Indian River County Emergency Services Director and the <br />On -Scene Commander. <br />Re-entry operations will be coordinated from either the Indian River <br />County EOC or on -scene command post. Re-entry will be considered <br />when chemical concentrations in air, water and ground are below <br />established levels of concern in the affected areas (downwind portions of <br />the vulnerable zone). Upon the determination by the Indian River County <br />Public Health Director the environmental conditions in the affected areas <br />are safe for public access, protective actions will be relaxed and re-entry <br />will be authorized. <br />The Indian River County Emergency Services Director will coordinate local <br />re-entry activities from the Indian River County EOC and will keep the <br />State EOC informed. Cleared areas will be opened when clearly <br />definable boundaries are available (i.e., highways, streets, canal). Limited <br />re-entry by the general public will not be allowed. <br />13.0 EXERCISES & DRILLS <br />13.1 GENERAL <br />Exercises and drills must be conducted periodically to evaluate the <br />adequacy of the hazardous materials emergency plan and the skills of the <br />emergency response personnel. <br />Results of exercises and drills provide a basis for changes in the response <br />plans, in implementing procedures, and for future scheduling or training <br />for emergency response personnel. <br />13.2 EXERCISES <br />An exercise is an event that tests the integrated response capability and <br />major elements within emergency preparedness plans. The emergency <br />preparedness exercise will simulate an emergency which results in <br />hazardous materials releases and response by local authorities. <br />Exercises may be incorporated with planned major exercises to achieve <br />the maximum number of personnel. <br />Indian River County Emergency Plan for Hazardous Materials Page 82 <br />
