1.0 PLAN OVERVIEW & PURPOSE <br />1.1 RESPONSIBILITY FOR THE PLANNING EFFORT <br />With the enactment of the Emergency Planning and Community <br />Right -To -Know Act of 1986, Congress imposed upon state and local <br />governments additional planning and preparedness requirements for <br />emergencies involving the release of hazardous materials. In compliance <br />with these requirements, Indian River County officials have prepared a plan <br />for use in responding to and recovering from a release of hazardous or toxic <br />materials from those facilities that are subject to the requirements of the Act. <br />The Indian River County Hazardous Materials Emergency Plan is developed <br />based upon guidance criteria prepared by the National Response Team <br />(Hazardous Materials Emergency Planning Guide/NRT-1) and by the State <br />Emergency Response Commission for Hazardous Materials (Chapter 9G-7, <br />Florida Administrative Code). This plan will provide local emergency <br />response personnel with operational guidance in order to effectively manage <br />resources in response to emergencies involving hazardous materials. This <br />plan is based upon certain assumptions and the existence of specific <br />resources and capabilities which may be subject to frequent change. <br />Because of this, some deviation in the implementation of operational <br />concepts identified in this plan may be necessary to protect the health and <br />safety of residents and transients near each facility. This plan addresses the <br />range of potential emergency situations and the appropriate measures to be <br />implemented to minimize exposure through inhalation, ingestion, or direct <br />exposure. <br />Those portions of the plan addressing local emergency response capabilities <br />were developed by the Indian River County Department of Emergency <br />Services, with input from designated emergency contacts of those agencies <br />with hazardous materials emergency responsibilities. Site-specific portions <br />of the plan were developed by emergency management planners with input <br />from affected facility owners and operators. The Indian River County <br />Emergency Services Director has overall responsibility for the development <br />of this plan and assuring the Board of County Commissioners and the Local <br />Emergency Planning Committee that prompt and effective protective <br />measures can and will be taken in the event of an emergency involving the <br />release of hazardous materials. <br />Indian River County Emergency Plan for Hazardous Materials Page 1 <br />
