This Plan will be reviewed and updated annually. Plan revisions will reflect <br />changes in implementing procedures, improved emergency preparedness <br />capabilities, deficiencies identified in drills and exercises, etc. Plan revisions <br />will be identified by an asterisk (*) in the right hand margin and dated. This <br />plan will be adopted by the appropriate County officials in accordance with <br />procedures governing local plan adoption. <br />Copies of the plan and any subsequent revisions will be distributed to <br />organizations and individuals responsible for implementation of the plan. <br />The Indian River County Department of Emergency Services, Emergency <br />Management Division, will maintain a log of the plan recipients. Each <br />recipient will be responsible for maintaining a record of plan revisions in <br />accordance with instructions provided by the Indian River County <br />Department of Emergency Services at the time each revision is issued, and <br />may provide copies to appropriate personnel. Each local emergency <br />response organization is encouraged to use information contained in this <br />plan to develop their respective response plans and implementing <br />procedures. <br />1.2 GEOGRAPHICS/DEMOGRAPHICS <br />Geographic and demographic information relating to Indian River County can <br />be found in the Indian River County Comprehensive Emergency <br />Management Plan, which is updated annually and approved by resolution of <br />the Board of County Commissioners. <br />1.3 HAZARDS ANALYSIS <br />Comprehensive planning depends upon a clear understanding of what <br />hazards exist and what risk they pose for the community. To gain this <br />understanding, each Local Emergency Planning Committee (LEPC) should <br />conduct site-specific hazard analyses for airborne releases of extremely <br />hazardous substances (EHSs) as required by SARA Title III. The hazards <br />analysis serves as the basis for developing and revising the emergency <br />response plans that are mandatory under SARA Title III. <br />The hazards analysis included in this section of the plan is designed to <br />consider all potential acute health hazards within Indian River County and to <br />identify which hazards are of high priority and should be addressed in the <br />emergency response planning process. There are hundreds of facilities in <br />Indian River County that are subject to the requirements of SARA Title III; <br />however, only an extremely limited number have notified the State <br />Emergency Response Commission for Hazardous Materials (SERC) in <br />accordance with the provisions of SARA Title III.
