- Rate of release to air: total quantity of gas, solid as a powder, <br />or solid in solution is assumed to be released in ten (10) <br />minutes; for liquids and molten solids, the rate is based on the <br />rate of evaporation (rate of volitization). <br />- Temperature: not applicable to gases or solids as powders or <br />in solution; for liquids, dependent on whether they are used at <br />ambient temperature or near their boiling points; for molten <br />solids, at their melting point. <br />- Meteorological conditions: wind speed of 3.40 miles per hour; <br />F atmospheric stability. <br />- Topographic conditions: flat, level, unobstructed terrain; use of <br />the dispersion model for rural area. <br />- Level of Concern: one-tenth of the National Institute for <br />Occupational Safety and Health's "Immediately Dangerous to <br />Life/Health" level. <br />The chemical facility owners and operators will notify state and local <br />governments of an emergency in sufficient time to implement warning and <br />protective actions. <br />The chemical facility owners and operators will provide sufficient funding to <br />state and local governments to assure compliance with federal, state and <br />local chemical emergency preparedness requirements. <br />1.5 SUPPORTING PLANS <br />The following federal, state, local and facility emergency plans are available <br />to support the implementation of the Indian River County Hazardous <br />Materials Emergency Plan: <br />- Florida Coastal Pollutant Spill Plan <br />- Florida Mutual Aid Plan <br />- Indian River County Comprehensive Emergency Management Plan <br />- State Comprehensive Emergency Management Plan <br />- National Oil & Hazardous Substances Pollution Contingency Plan <br />Indian River County Emergency Plan for Hazardous Materials Page 6 <br />
