ELLS �� C nr �tl <br />JUL 15 1981 <br />COMMISSIONER FLETCHER STATED THAT WE CANNOT SOLVE EVERYBODY IS <br />PROBLEMS AND FELT THE DIRECT RESPONSIBILITY SHOULD BE ON THE USERS. <br />HE BELIEVED THAT NEGOTIATIONS SHOULD BE GOING ON BETWEEN THE USERS <br />AND THE POTENTIAL OPERATOR OF THIS PLANT - THERE OUGHT TO BE AN <br />OPPORTUNITY FOR THE PROPERTY OWNERS TO TAKE OVER THIS OPERATION. <br />COMMISSIONER SCURLOCK COMMENTED THAT THE BOARD IS OVERLOOKING <br />THE FACT THAT THE MOORINGS IS HERE TODAY ABOUT 332, YEARS BEFORE THEY <br />HAVE TO BE; THEY ARE LOOKING FGR AN'.ORDERLY, ON—GOING CORPORATION <br />TO TAKE OVER FOR THEM. HE ADDED THAT THEY HAVE HUTCHINSON UTILITIES <br />WHO CAN TAKE THIS OVER, AND HE FELT THE MOORINGS SHOULD BE COMMENDED <br />Lmd:l" <br />MR. AIELLO COMMENTED THAT THEIR PURPOSE WAS SIMPLY TO SEE <br />IF THEY COULD BE PUT ON THE AGENDA ON AUGUST 19TH. HE CONTINUED THAT <br />THEY HAVE EXTENDED A PERSONAL INVITATION TO VISIT THE SITE, AND HE <br />WAS WELL AWARE OF THE PROBLEMS THE BOARD HAS HAD IN THE PAST — THE <br />INTENT WAS DIFFERENT FROM THE BEGINNING WITH TREASURE COAST UTILITIES. <br />WILLIAM KOOLAGE, INTERESTED CITIZEN, ASKED IF THE BOARD <br />WAS INTENDING TO HAVE FURTHER INPUT ON THIS MATTER. <br />CHAIRMAN LYONS RESPONDED AFFIRMATIVELY. <br />MR.-KOOLAGE STATED THAT, NO DOUBT, THE COUNTY WAS GOING TO <br />BE IN THE BUSINESS OF WATER AND SEWER, AND SUGGESTED A LEASE AGREEMENT <br />TO HOLD OVER UNTIL THE TIME THE SYSTEM COULD BE A COUNTYWIDE SYSTEM. <br />HE FELT THE BOARD MUST LOOK, NOT TO PUT THIS SYSTEM IN OTHER HANDS, <br />BUT AT A LEASE AGREEMENT AS AN ALTERNATIVE. <br />MR. AIELLO INTERJECTED THAT DEVELOPERS HAVE A RIGHT TO <br />TRANSFER THEIR FRANCHISE. HE ADVISED THAT HE WOULD, AT A PUBLIC <br />HEARING, PRESENT WHATEVER FINANCIAL INFORMATION WAS NEEDED.. <br />.JORGE GONZALEZ, REPRESENTING THE MOORINGS, CAME BEFORE <br />THE BOARD AND STATED THAT THE MOORINGS HAS EXISTED FOR OVER 25 YEARS <br />IN THE COUNTY AS A PROPERTY OWNER, AS A DEVELOPER FOR ABOUT 13 YEARS, <br />AND THEIR FRANCHISE WAS OBTAINED IN 1973, HE STATED THAT THE MOORINGS <br />HAS KNOWN MR, AIELLO FOR A NUMBER OF YEARS AND HAD WORKED WITH HIM <br />
