DISCUSSION ENSUED. IT WAS DETERMINED THAT COMMISSIONER <br />SCURLOCK, THE ATTORNEY AND THE ADMINISTRATOR WORK IN CONJUNCTION WITH <br />THE DEVELOPERS TO CONSOLIDATE THE SEWER AND WATER SYSTEMS AND TO <br />UTILIZE THE 6iABASSO BRIDGE WATER LINE. <br />INDUSTRIAL DEVELOPMENT AUTHORITY — RESOLUTION 81-44 <br />COMMISSIONER SCURLOCK REVIEWED THE MATTER OF CONSIDERING <br />AN INDUSTRIAL`DEVELOPMENT AUTHORITY AND SAW NO PROBLEM WITH THE <br />ESTABLISHMENT OF AN AUTHORITY — HE BELIEVED THE BOARD NEEDED TO MOVE <br />FORWARD IN THIS FASHION. <br />MOTION WAS MADE BY COMMISSIONER SCURLOCK, SECONDED BY COM— <br />MISSIONER BIRD, TO ADOPT RESOLUTION 81-44 APPROVING AN INDUSTRIAL <br />DEVELOPMENT AUTHORITY TO BE FORMED BY THE CHAIRMAN OF THE BOARD OF <br />COUNTY COMMISSIONERS. <br />ATTORNEY COLLINS STATED THAT THE BOARD MUST FIND THAT A <br />NEED EXISTS FOR SUCH AN AUTHORITY TO PROMOTE THE DEVELOPMENT AND <br />FINANCING OF INDUSTRY. <br />COMMISSIONER FLETCHER THOUGHT THE BOARD HAD PLENTY TO DO <br />WITHOUT TAKING ON THIS EXTRA JOB AND PLANNED TO VOTE AGAINST THE <br />AUTHORITY, WITH NO REFERENCE TO RAMPMASTER. HE STATED THAT THIS <br />WAS ANOTHER EXAMPLE OF GOVERNMENT GETTING INVOLVED. <br />CHRIS WHEELER, ATTORNEY FOR RAMPMASTER, INC., CAME BEFORE <br />THE BOARD AND STATED THAT THE NEXT STEP WOULD BE AN INDUCEMENT <br />RESOLUTION THAT HAS BEEN PROVIDED TO ATTORNEY COLLINS, AND WOULD LIKE <br />THE BOARD TO CONSIDER THAT AS SOON AS POSSIBLE. <br />LENGTHY DISCUSSION FOLLOWED ABOUT THE PROPOSED RESOLUTION <br />AND THE MEMORANDUM OF AGREEMENT GIVEN TO THE BOARD FOR CONSIDERATION. <br />SINCE THE ATTORNEY FELT SEVERAL ITEMS SHOULD BE MORE SPECIFIC, IT <br />WAS DETERMINED MORE INFORMATION WAS NEEDED BEFORE SIGNING THE PROPOSED <br />RESOLUTION. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
