Boo <br />84 4 <br />The intent of the Transportation Disadvantaged planning process is to provide <br />a coordinated approach to the provision of transportation services for var- <br />ious disadvantaged eiements of the community. At present, there are several <br />agencies in Indian River County receiving Federal and/or State funds to provide <br />some form of transportation disadvantaged services. The intent of the plan- <br />ning -process is to provide a coordinated approach to service delivery of -this <br />type, to eliminate duplication of services between.the several agencies, and <br />possibly the ultimate designation of a uniformed service provider for trans- <br />portation services. <br />3. Recommendation & Funding <br />The Administration again recommends that the Board of County Commissioners <br />continue with the planning responsibility originally accepted in October of <br />1980. At that time, the Board indic2ted-its willingness to proceed if DOT <br />made funds available. DOT has now made those funds available, alternatives <br />have been explored and found unworkable, and the moment of decision appears <br />to be at hand. Accordingly, the Administration recommends the Board of County <br />Commissioners authorize and direct the following actions by the Administration: <br />1. Prepare and distribute RFP for a consultant to prepare <br />Transportation Disadvantaged plan for Indian River County. <br />The Administration to review proposals, prepare a short list, <br />conduct necessary interviews and submit recommended ranking <br />of top three firms to the Board of County Commissioners. <br />Z. Authorize execution of" the grant agreement in the amount of <br />$8,000.00 as offered by the Florida Department of Transportation. <br />Should there be any further questions regarding this matter, or should any <br />additional information be desired, please advise. <br />MOTION WAS MADE BY COMMISSIONER WODTKE,, SECONDED BY COM— <br />MISSIONER BIRD, TO AUTHORIZE THE HIRING OF A CONSULTANT, FOR AN <br />AMOUNT NOT TO EXCEED $8,000, TO PREPARE A TRANSPORTATION DISADVANTAGED <br />PLAN FOR THE COUNTY. <br />COMMISSIONER FLETCHER FELT THE BOARD WAS BEING FORCED TO <br />6PEND $8,000 AND FELT THERE WAS NO NEED FOR THIS. <br />THE CHAIRMAN 'CALLED FOR THE QUESTION. IT WAS VOTED ON AND <br />CARRIED 4 TO 1, WITH COMMISSIONER FLETCHER VOTING IN OPPOSITION. <br />MOTION WAS MADE BY COMMISSIONER WODTKE, SECONDED BY COMMIS - <br />SIGNER BIRD TO AUTHORIZE THE CHAIRMAN TO SIGN THE GRANT AGREEMENT <br />IN THE AMOUNT OF $8,000 OFFERED BY THE FLORIDA DEPARTMENT OF <br />TRANSPORTATION. <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON AND <br />CARRIED 4 TO 1, WITH COMMISSIONER FLETCHER VOTING IN OPPOSITION. <br />
