TO: The Honorable Members of the DATE: July 8, 1981 FILE: <br />Board of County Commissioners <br />SUBJECT.- Coordination of Transportation <br />Disadvantaged Services <br />FROM:REFERENCES: Board meeting of May 20, 1981 <br />Pde i 1 PJeI son <br />County Administrator <br />At the above referenced meeting of the Board of County Commissioners, the <br />Commission directed the Administration to contact the Treasure Coast Regional <br />Planning Council to determine if that body would be interested in development <br />of a Transportation Disadvantaged Plan for Indian River County. The Adminis- <br />tration was also requested to contact the Department of Transportation to deter- <br />mineif a waiver of the Competitive Negotiation Act procedures would be applicable <br />for preparation of a Transportation Disadvantaged plan. <br />1. Description and Conditions <br />The Administration has received responses -from both DOT acid the Treasure <br />Coast Regional Planning Council to our inquiries made as a result of the <br />May 20th Board action. Unfortunately, both responses a -re in the negative. <br />The DOT believes the Competitive Consultant Act procedures must be followed <br />and the Treasure Coast Regional Planning Council declines to undertake pre- <br />paration of the plan. <br />Background <br />At its' meeting of October 22, 1980, the Board of.County Commissioners of <br />Indian River County agreed to accept the planning responsibility for pre- <br />.paration of a "Transportation for the Disadvantaged" plan on the basis that <br />it be activated at such time as the County receives funds for the planning <br />process through DOT. DOT has since made -available a planning grant in the <br />amount of $8,000. for the County to undertake this project.. -However, at its' <br />meeting of May 6, and May 20, 1981, the Board deferred action relative <br />to initiation of plan. preparation. <br />2.' Alternatives S Analysis <br />Basi-cally, the Board of County Commissioners has two alternatives presently <br />available. First, the Board may proceed with -the selection of a consultant <br />to prepare the transportation plan -as originally recommended by -the Administration <br />in May. This alternative would require that an RFP seeking qualifications of <br />interested and available planning consultants be prepared and distributed, and <br />that the Competitive negotiation process be followed. This action would further <br />require that the Board accept the grant offer in the amount of $8,000. from.DOT, <br />and authorize the Chairman's signature. <br />The second alternative available would be for the Board of County - <br />Commissioners to withdraw its' acceptance of the planning responsib- <br />ility which the previous Board accepted in Ocotber of 1930. Should <br />this action be pursued, a motion to that effect by the Board would be <br />appropriate with subsequent notification to DOT advising of the Board's <br />action.
