COMMISSIONER FLETCHER INQUIRED ABOUT ANY PLANS FOR <br />ANNEXATION TO THE CITY OF SEBASTIAN. MR. DORAN STATED THEY CON- <br />SIDERED THAT, BUT THEY ARE NOT CONTIGUOUS. <br />No ONE FURTHER WISHED TO BE HEARD, AND ON MOTION BY <br />COMMISSIONER SCURLOCK, SECONDED BY COMMISSIONER WODTKE, THE <br />BOARD UNANIMOUSLY CLOSED THE PUBLIC HEARING. <br />COMMISSIONER SCURLOCK COMMENTED THAT THERE HAS BEEN A <br />GOOD BIT OF CONFUSION ABOUT THE DENSITIES AND PORTIONS OF THE <br />PROPERTY INVOLVED, AND THE BOARD HAS BEEN TRYING TO WORK OUT SOME- <br />THING EQUITABLE FOR BOTH PARTIES. HE POINTED OUT THAT WE HAVE COME <br />DOWN FROM A COMMERCIAL DESIGNATION TO AN OVERALL DENSITY OF R-213, <br />WHICH HE FEELS IS THE BEST COMPROMISE. IF THERE ARE SPECIFIC PROBL="'S <br />WITH WATER AND SEWER, THE BOARD CAN ADDRESS THAT IMPACT AT THE TIME <br />THE APPLICANT COMES IN FOR A FRANCHISE. COMMISSIONER SCURLOCK STATED <br />THAT HE PLANNED TO SUPPORT THE RECOMMENDATION OF THE PLANNING <br />DEPARTMENT. <br />COMMISSIONER FLETCHER CONCURRED BASICALLY WITH COMMISSIONER <br />SCURLOCK. HE APPRECIATED THE CONCERN OF THE FLORAVON SHORES PROPERTY <br />OWNERS REGARDING WATER AND ENCOURAGED THEM TO STAY TUNED INTO THE <br />SITE PLAN APPROVAL PROCESS. HE DID NOT WISH THIS REZONING TO SET A <br />PRECEDENT, HOWEVER, REGARDING THE NUMBER OF UNITS PER ACRE IN THIS <br />AREA. <br />CHAIRMAN LYONS ALSO BELIEVED THIS IS THE BEST COMPROMISE AND <br />NOTED THAT IN REGARD TO THE WATER SITUATION, THEY HAVE TO GET PERMITS <br />FROM THE ST. .JOHNS RIVER WATER MANAGEMENT DISTRICT WHO ARE THE REAL <br />EXPERTS. <br />COMMISSIONER WODTKE POINTED OUT THAT IF WE WERE TO DENY THE <br />REZONING, THE APPLICANT WOULD HAVE THE RIGHT TO GO IN AT 15 UNITS PER <br />ACRE AND TO PUT IN A WATER SYSTEM WHICH WE WOULD HAVE TO ADDRESS AT <br />THE SAME TIME. <br />COMMISSIONER BIRD NOTED THAT REZONING TO R-213 ELIMINATES <br />MOST OF THE COMMERCIAL AS WELL AS THE MOBILE HOMES AND THE PRESENT <br />R-3, WHICH CUTS THE DENSITY DOWN A GREAT DEAL. HE FELT THIS REPRESENTS <br />A REASONABLE COMPROMISE. <br />ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER <br />BIRD, THE BOARD UNANIMOUSLY ADOPTED ORDINANCE 81-25, REZONING THE <br />BOOK 46 PAGE 851 <br />JUL 151991 29 ;:a <br />
