JUL 151981 <br />LJCIE HAS THEIR STREET LIGHTING DISTRICT ON A PARCEL BASIS, AND HE <br />BELIEVED IT WOULD BE A FAIRER WAY TO DISTRIBUTE THE TAX BURDEN, <br />THE COMMISSION MEMBERS AND ATTORNEY JENNINGS AGREED THIS <br />WAS A GOOD IDEA AND MIGHT SOLVE A PROBLEM SINCE EVERYONE IN THAT <br />AREA HAS A STAKE IN THE STREET LIGHTING. <br />DISCUSSION FOLLOWED ON AN APPROPRIATE MOTION AND ATTORNEY <br />COLLINS REQUESTED THAT THE MOTION BE MADE TO COVER MORE THAN ONE POS- <br />SIBLE METHOD OF FUNDING THE DISTRICT UNTIL HE COULD DETERMINE THAT <br />A MUNICIPAL SERVICE TAXING DISTRICT IS AUTHORIZED TO ASSESS AS <br />SUGGESTED BY MR. NOLTE. <br />MOTION WAS MADE BY COMMISSIONER WODTKE, SECONDED BY COMMIS- <br />SIONER SCURLOCK, TO AUTHORIZE ADVERTISEMENT OF A PUBLIC HEARING AT <br />7:30 O'CLOCK P.M. AUGUST 5TH IN REGARD TO SETTING UP A STREET <br />LIGHTING DISTRICT IN THE GIFFORD AREA, THE ADVERTISEMENT TO INDICATE <br />THAT FUNDING WILL BE HANDLED EITHER BY SETTING UP A 1.5 MILLAGE AD <br />VALOREM TAX CAP OR ON A BASIS OF PARCEL BY PARCEL FUNDING. <br />IN DISCUSSION, IT WAS NOTED THAT THERE IS A PREFERENCE FOR <br />THE PARCEL BY PARCEL BASIS, AND THE ATTORNEY AGREED THAT HE WILL DRAFT <br />THE ORDINANCE ON THAT BASIS IF IT CAN BE DONE. <br />PROPERTY APPRAISER NOLTE STATED THAT HE WOULD NEED THE <br />EXACT BOUNDARIES OF THE PROPOSED DISTRICT AS SOON AS POSSIBLE.. <br />DISCUSSION ENSUED IN REGARD TO SQUARING OFF THE BOUNDARIES, AND <br />ATTORNEY COLLINS SUGGESTED, FOR DESCRIPTION PURPOSES, MAKING IT ALL OF <br />THE NORTHEAST 1/4 OF SECTION 22 WHICH WOULD MAKE IT SUBSTANTIALLY <br />BIGGER, BUT THERE WILL BE DEVELOPMENT THERE. <br />COMMISSIONER BIRD FELT THERE SHOULD BE SERVICES TO JUSTIFY <br />THE COST AND DID NOT WANT TO BRING IN AN AREA THAT WILL NOT HAVE THE <br />LIGHTS. <br />ATTORNEY COLLINS NOTED THAT IT COULD BE DESCRIBED AS THE <br />SOUTHWEST 1/4 OF THE NORTHEAST 1/4 OF SECTION 221 AND COMMISSIONER <br />BIRD FELT WE NEED ATTORNEY .JENNINGS TO COME IN WITH SOME REALISTIC <br />INFORMATION ON THE AREA TO BE SERVED AND THEN GET THE DOLLARS FROM <br />THAT AREA. <br />ATTORNEY JENNINGS DID NOT BELIEVE WE NEED TO CONCERN OUR- <br />SELVES WITH THIS FOR THE PURPOSE OF" - VERTISING, BUT WILL HAVE TO HAVE <br />THIS INFORMATION BY THE TIME OF THE PUBLIC HEARING. <br />a <br />
