TRANSFER OF -MOORINGS -SEWER SYSTEM FRANCHISE DISCUSSION <br />DOROTHY HUDSON, REPRESENTING THE MOORINGS, DISTRIBUTED <br />SOME MATERIAL TO THE BOARD FOR THEIR PERUSAL. SHE INTRODUCED <br />LOUIS AIELLO, PRESIDENT OF HUTCHINSON UTILITIES, INC., WHO WILL <br />DISCUSS HIS PROPOSAL AND SOLICIT COMMENTS FROM THE BOARD. <br />CHAIRMAN LYONS COMMENTED THAT SOONER OR LATER THIS SYSTEM <br />WILL COME TO THE COUNTY AND, BASED ON WHAT HAS HAPPENED WITH OTHER <br />FRANCHISES, HE WAS WORRIED ABOUT THE SYSTEM GETTING AWAY FROM AN <br />ORGANIZATION THAT NOW HAS FINANCIAL BACKGROUND AND RESPONSIBILITY. <br />MS. HUDSON STATED THAT THEY ARE DEVELOPERS AND ARE NOT IN <br />THE SEWER AND TREATMENT BUSINESS - THE MOORINGS WILL NOT BE THERE <br />FOREVER. SHE ADDED THAT THEY HAVE SOME IMMEDIATE IMPROVEMENTS TO <br />THE SYSTEM THAT NEED TO BE DONE, AND MR. AIELLO HAS ALREADY ORDERED <br />A NEW SEWER PLANT. MS. HUDSON FELT THAT AS FAR AS FINANCIAL BACKING <br />WAS CONCERNED, HE WAS FINANCIALLY WILLING AND ABLE TO TAKE CARE OF <br />THE SYSTEM BETTER THAN THE MOORINGS. <br />COMMISSIONER FLETCHER COMMENDED THE FREE MARKET SYSTEM, AND <br />JUST BECAUSE THE COUNTY HAS HAD PROBLEMS WITH OTHER FIRMS IS NO REASON <br />TO STAMP THEM ALL AS INCOMPETENT. <br />COMMISSIONER BIRD FELT THAT IF THE MOORINGS WAS ENTERING <br />INTO AN OPERATING AGREEMENT WITH HUTCHINSON UTILITIES, INC., IT WOULD <br />BE FINE, BUT HE WOULD HAVE PROBLEMS WITH RELEASING THIS FRANCHISE TO <br />A COMPANY THAT THE COUNTY REALLY DID NOT KNOW THAT MUCH ABOUT. <br />COMMISSIONER SCURLOCK NOTED THE PROBLEM WAS THAT THE BOARD <br />HAS NOT HAD THE PROPER CONTROLS, SUCH AS NOT HAVING A GOOD FRANCHISE <br />AGREEMENT. HE WENT ON THAT MANY OF THESE SYSTEMS ARE OPERATED BY <br />PEOPLE WHO ARE DEVELOPERS, AND THEIR SYSTEMS ARE BEING SUBSIDIZED. <br />COMMISSIONER SCURLOCK FELT THAT A PROPER FRANCHISE WHERE A SYSTEM IS <br />ON-GOING IS THE KEY; HE THOUGHT AN IN-DEPTH ANALYSIS WAS NEEDED. <br />COMMISSIONER WODTKE STATED THAT HE WANTED TO HEAR THE FULL <br />PRESENTATION. HE WOULD LIKE TO TAKE A LOOK AT THE WASTE WATER PLANS <br />OF THE MOORINGS SO THAT WHEN THEIR DEVELOPMENT IS THROUGH, IT WILL <br />HAVE A GOOD RATE STRUCTURE. <br />BOOK _ 6 PAGE 831 <br />JUL 15 1981 <br />9 <br />
