Gaskill, V.P. on 3/28/80 <br />(copy attached) <br />Dear Board of Commissioners Member: <br />In response to Mr. Gaskill's request and consistant with <br />ttie Utility Expansion Procedure approved by the Board on <br />3/19/80, I am submitting i.ay recommendations for response to <br />his request. <br />Upon reviewing Mr. Gaskill's letter and proposed franchise <br />expansion, his proposition offers mutual benefit to his project <br />and to Indian River County. I see no problems in accepting <br />the arrangement as he proposes. There -is no conflict with his <br />`aims and the conditions of the pending impact fee ordinances. <br />These proposed ordinances are written so that they do <br />.not void or preclude previously accepted agreements. Their <br />intent is to have the County be paid for the plant capacity <br />and main capacity which the county provides. Where the expense <br />for these items had been provided by the developer, there is <br />to be no duplication of charges. In other words, when he <br />supplies the mains and treatment, there is no impact charge. <br />"'he expanded franchise facilities Mr. Gaskill is planning <br />will adequately treat the potable water and wastewater volume <br />for his total project, with full fire protection as he proposes. <br />Furthermore, the nominal surplus of treatment capacity can be <br />used by the County to our advantage in extending service to <br />surrounding areas. <br />The change to the Franchise Resolution should provide for <br />extension of the existing Franchise Agreement as he proposes. <br />There should be specific provision that Vista► Properties shall <br />be assured of sufficierr water and sewage treatment for the <br />following: <br />AUG - 51991 '�00_� 47 PAGE161 <br />
