This is true whether <br />the system is operated by Vista Properties on behalf of the <br />County or operated by the Counuy. Until the county assumes <br />the maintenance and operation of the system, Vista Properties <br />shall continue to maintain and operate the system on behalf <br />of the county. During this period, Vista Utilities will <br />assess and be Maid service and treatment -charges as provided <br />by the franchise operation of the extended systeM. <br />At the time Indidn River County assumes operation of the <br />-ystem all operational and treatment fees shall accrue to <br />the county. If Vista Properties has not completed building <br />out to the total n%imber of units listed above, they may do so <br />without impact charge other than inspection fees. <br />When the county assumes the maintenance and operation of <br />the system, personnel. employed by Vista Properties for the: <br />utilities shall have the option of being employed by the <br />County to positions in effect and defined in the Personnel: <br />Pay Plan. That is, such employment will be subject to County <br />Regulations. <br />The utilities shall be installed as described by the <br />latest applicable revision of the .Joint Vero Reach and Indian <br />River County Specifications. <br />With these comments the Utilities Department is happy <br />to give conceptual approval for the Proposed Utilities Expansion <br />of the Franchise. <br />GL/kh <br />cc: Robert L.
