AUG 5 1981 <br />�00�( 4, 7 PAGE 34- <br />CHAIRMAN <br />4- <br />CHAIRMAN LYONS COMMENTED THAT THE PROPERTY COST WOULD BE <br />SOMEWHAT HIGHER BECAUSE OF THE FACT THAT THE ROAD WAS GOING WEST <br />AS FAR AS IT COULD, AND THIS WOULD LEAVE SOME OF THE PROPERTY IN THE <br />AREA USELESS. HE CONTINUED THAT IF THEY HAD BEEN ABLE TO GO FARTHER <br />EAST, THEY WOULD NOT HAVE CUT SOME PROPERTY INTO SUCH SMALL PIECES. <br />THE CHAIRMAN STATED THAT AS AN ENVIRONMENTALIST, HE WAS OPPOSED TO <br />THE ROAD, BUT AS A PUBLIC OFFICIAL, HE WAS IN FAVOR OF THE ROAD <br />BECAUSE IT WAS A NECESSITY. HE -ADDED THAT HE WOULD NOT BE A PARTY <br />TO THE EXTENSION OF INDIAN RIVER BOULEVARD NORTH OF BARBER AVENUE ON <br />A RIGHT-OF-WAY THAT IS AS FAR EAST AS THE PRESENT ONE - IT SHOULD BE <br />CONSIDERABLY FURTHER WEST. THE CHAIRMAN NOTED IT WAS UNFORTUNATE <br />THAT THE HOSPITAL WAS BUILT WHERE IT WAS, BUT WE HAVE TO LIVE WITH IT. <br />ANN ROBINSON, INTERESTED CITIZEN, STEPPED BEFORE THE BOARD <br />AND COMMENTED THAT AFTER READING THE MINUTES OF JULY 15TH, IT WAS <br />VERY CLEAR TO HER THAT AT LEAST TWO OF THE BOARD MEMBERS HAD NOT <br />RECEIVED ANY OF THE MATERIAL. SHE THOUGHT THAT FOR THE SAKE OF: THE <br />PUBLIC AND HAVING THE COUNTY'S BUSINESS CONDUCTED PROPERLY, IT :WAS <br />IMPORTANT THAT ALL BOARD MEMBERS RECEIVE ALL AVAILABLE INFORMATION. <br />MRS. ROBINSON REFERRED TO THE LAST MEETING WHEN THERE WAS A MOTION <br />MADE FOR THIS ITEM TO BE RECONSIDERED; THERE WAS A MISTAKE REGARDING <br />THE 4/5 VOTE. SHE ALSO READ ROBERTS RULES WHEREIN ONLY A SIMPLE <br />MAJORITY VOTE WAS NECESSARY IN THIS CASE. <br />DISCUSSION ENSUED. <br />COMMISSIONER BIRD POINTED OUT THAT THE BOARD WAS BEING <br />WHIPPED AGAIN OVER AND OVER REGARDING THE MATTER CONCERNING THE 4/5 <br />VOTE. HE STATED THE BOARD WAS GOING TO RECONSIDER THIS MATTER. <br />MRS. ROBINSON STRESSED THAT IT WAS IMPORTANT TO HAVE PUBLIC <br />PARTICIPATION AND IT WAS DIFFICULT UNDER THE CIRCUMSTANCES OF WHAT <br />HAPPENED AT THE JULY 15TH MEETING. NOT ONLY WAS IT NECESSARY TO READ <br />THE BIOLOGICAL REPORT INTO THE MINUTES, SHE CONTINUED, BUT IT WAS <br />NECESSARY TO APPROVE THE PERMIT APPLICATION. IN ORDER TO PROPERLY <br />TEND TO THE PUBLIC BUSINESS, SHE COULD NOT UNDERSTAND WHY THE BOARD <br />DID NOT WELCOME SOME KIND OF PUBLIC PARTICIPATION. <br />
