CHAIRMAN LYONS REVIEWED WHAT OCCURRED AT THE LAST MEETING: <br />MRS. ROBINSON WAS STANDING TALKING TO THE ENGINEER, AND HE SHOULD <br />NOT HAVE ALLOWED THAT; HE DID NOT SEE HER GO TO THE PODIUM. HE <br />CONTINUED THAT THE BOARD DISCUSSED THE MATTER AND CALLED FOR THE <br />VOTE - HE DID NOT SEE HER, THERE WAS NO NOISE, AND THE VOTE WAS TAKEN. <br />THE CHAIRMAN STATED THEY DID HAVE A REQUEST FOR RECONSIDERATION IN <br />AN ATTEMPT TO GET HER MATERIAL INTO THE RECORD; HE VOTED "YES" TO <br />RECONSIDER BUT THE VOTE TURNED OUT, WHICH THE BOARD THOUGHT TO BE <br />CORRECT, THAT IT WOULD NOT BE CONSIDERED. HE CONTINUED THAT NOW <br />IT HAS BEEN BROUGHT UP TODAY FOR RECONSIDERATION BECAUSE WE THOUGHT <br />THERE HAS NOT BEEN ENOUGH INPUT. HE DID NOT UNDERSTAND WHY THE <br />BOARD HAD TO GO BACK OVER WHAT HAPPENED ON JULY 15TH. CHAIRMAN LYONS <br />EXPLAINED THAT HE WAS TRYING TO LIMIT MRS. ROBINSON'S REMARKS AS <br />TO WHAT HAD NOT ALREADY BEEN COVERED; AND JUST IN THE INTEREST OF <br />TIME, AND NOT TO TRY TO SHUT HER OFF. HE WAS WILLING TO DO ANYTHING <br />TO HELP THIS PROJECT ALONG, AND HE THOUGHT IT WAS UNFORTUNATE THAT <br />THEY HAD TO HAVE THIS TYPE OF CONFRONTATION, AS HE DID NOT THINK IT <br />WAS NECESSARY. <br />WILLIAM J. STEWART, ATTORNEY FOR THE INDIAN RIVER COUNTY <br />HOSPITAL DISTRICT, CAME BEFORE THE BOARD AND REMINDED THE BOARD THAT <br />THE DISTRICT ADOPTED A RESOLUTION IN AN ATTEMPT TO EXPEDITE THIS <br />PROJECT SEVERAL MONTHS AGO, AND IT WAS PRESENTED TO THE BOARD AT <br />THAT TIME. HE CONTINUED THAT THE HOSPITAL STILL STANDS READY AND <br />WISHED TO MAKE THAT POINT KNOWN TO THE BOARD. ATTORNEY STEWART RE- <br />EMPHASIZED THAT WHATEVER PROGRAM THE BOARD ADOPTS TO GET TO THE <br />POINT TO RESOLVE THIS, THEIR SUGGESTION WAS THAT THE BOARD GET IT <br />DONE AS SOON AS POSSIBLE AS THE DELAY WAS EXPENSIVE. HE REITERATED <br />THAT IT CAN GET TO BE SO EXPENSIVE, IT CAN GET TO THE POINT THAT THE <br />PROJECT CANNOT BE DONE AT ALL. ATTORNEY STEWART COMMENTED*THAT IF <br />THE BOARD FELT IT WAS NECESSARY TO HAVE A PUBLIC HEARING -ABOUT SOME- <br />THING THE COUNTY HAS LONG BEEN AWARE OF, THEN THEY SHOULD HAVE IT AS <br />SOON AS POSSIBLE. <br />AUG 51981 21 Book PAGE �5 . <br />
