PRESENT WERE PATRICK B. LYONS, CHAIRMAN; WILLIAM <br />C. WODTKE, JR., VICE CHAIRMAN; DICK BIRD; ALFRED GROVER FLETCHER; <br />AND DON C. SCURLOCK, JR. ALSO PRESENT WERE NEIL A. NELSON, COUNTY <br />ADMINISTRATOR; R.
