Robbin e— <br />SUBJECT: Review of Information Submitted by <br />Hydranautics Water Systems <br />South County Water System <br />Engineer's Project Nos. 6674, 6858 <br />We have received a package of information from Hydranautics Water Systems, Inc. <br />(HWS), a company that submitted a Bid for the South County Water System. A copy <br />of Hydranautics' letter has been hand delivered to you on August 6, 1981. <br />Basically, the letter presents an analysis performed by HWS to arrive at an <br />annual expense at the end of a 15 year period. This analysis was performed <br />utilizing assumptions made by HWS for both the HWS Bid and two other Bidders. <br />After review of the referenced letter, we offer the following comments: <br />1. We find it highly unusual to receive information and a <br />Bid analysis of other Bidders after Bids have been received. <br />2. We disagree with several assumptions made in the HWS sub- <br />mittal, primarily the figures used for power cost in the <br />comparison of the two other Bidders and the figures used <br />for membrane replacement in the comparison of other Bidders. <br />3. The annual equivalent cost factor used for the FmHA loan is <br />incorrect. The loan period is for 38 years, -not 40 years. <br />
