r A U G 191991 <br />BOX 47 ?Acf211 <br />Based on a review and evaluation of the Bids received, it is our recommendation <br />to award the Contracts as follows. Please note, other factors will be presented <br />herein and should be considered by the Board of County Commissioners before <br />making Award of Contracts. <br />Contract Part I - <br />Distribution System <br />Contract Part II - <br />Reverse Osmosis Equipment <br />Contract Part III - <br />Reverse Osmosis Equipment <br />Support Facilities <br />Award Contract to Scarborough <br />Construction, Inc. in the amount <br />of $902,097.35 <br />Award Contract to Fater Services <br />of America, Inc. in the amount <br />of -$1,217,091.00 <br />Award Contract to Gulf Constructors, <br />Inc. in the amount of $3,455,100.00 <br />Furthermore, in order to provide the Board of County Commissioners with full <br />knowledge of this project and how the recommended Bids and other project costs <br />relate to the funds available, a Project Cost Comparison is presented in Table I. <br />As presented in Table I, the project requires additional funds in the amount of <br />$425,808.81. Please note, of this amount, $175,000 is set aside as a contingency <br />available during construction. <br />It should be noted, the Bids received for Contracts Part I, II and III represent <br />the construction -of a 2.5 MGD Reverse Osmosis (R.0.) Water Treatment Plant with <br />the capability of being expanded to 5.0 MGD without modification to the building <br />or the yard piping systems. The yard piping is actually sized for the ultimate <br />treatment plant requirements. To expand the treatment plant to 5.0 MGD would <br />only require the installation_ of four additional R.O. Units and applicable elec- <br />trical components along with two additional wells. <br />Please also note, Deductive Alternates were required in the Bid submittals. <br />The total amount of Deductive Alternates submitted by the apparent low Bidders <br />for each Contract was $148,639. Consideration of Deductive Alternates was <br />accounted for in our recommendation of Award of Contracts, and a deduct of $2,900 <br />was considered in the Contract Part III Award amount. <br />The recommended Contract amounts for Parts I, II and III do not include the <br />remaining Deductive Alternates totaling $145,739. The Deductive Alternates are <br />primarily for smaller pipe sizes for yard piping and a spare high pressure booster <br />pump. <br />Furthermore, after a review of the Bids received with unit prices being <br />considered, the Deductive Alternates do not represent a long term savings <br />and will require added expenses in future expansions of the proposed facil- <br />ities. <br />There are several facts pertinent to this project which need presenting in <br />order for the Board of County Commissioners to make a decision as to implemen- <br />tation of this project. <br />1. The FmHA "take out letter" securing ultimate project <br />financing must be received prior to November 10, 1981. <br />2. The County has an outstanding loan of $450,000 for the <br />test well program to be reimbursed by the project fund. <br />Presently, the County has secured this loan by a cash <br />pledge of non-advalorem tax monies in the amount of <br />$500,000. <br />3. The Bids were received on July 14, 1981. The County <br />has 60 days to award a Contract or consider rebidding <br />the project. Contracts should be awarded prior to <br />September 14, 1981. Bidders are only required to hold <br />their Bid Bonds and prices for 60 days. <br />- M M <br />
