Building Ordinance continued <br />-7- <br />Section 18. Examination Of Draw.iijs _ The Building Official <br />shall examine or cause to be examined each application for a permit <br />and the drawings and specifications which may be filed therewith, <br />and shall ascertain by such examination whether the electrical in- <br />stallation indicated and described is in accordance with the require- <br />ments of this code and all other pertinent laws or ordinances. <br />Section 19. Action On Application. <br />(1) If the Building Official is satisfied that the <br />work described in an application for permit and the drawings and <br />specifications which may be filed therewith conform to the require- <br />ments of this code, and other pertinent laws and ordinances, he <br />shall issue a permit therefor to the applicant. <br />(2) If the application for permit and the drawings <br />and specifications which may be filed therewith describe work which <br />does not conform to the requirements of this code or other pertinent <br />laws or ordinances, the Building Official shall not issue a permit, <br />but shall return the drawings to the applicant with his refusal to - <br />issue such a permit. Such refusal, shall, when requested, be in <br />writing and shall contain the reasons therefor. <br />Section 20. Condition Of The Permit. The Building Official <br />shall act uuon an application for a permit with plans as filed, or as <br />amended, without unreasonable or unnecessary delay. A permit issued <br />shall be construed to be a license to proceed with the work and shall <br />not be construed as authority to violate, cancel, alter, or set aside <br />any of the provisions of this code, nor shall such issuance of a permit <br />prevent the Building Official from thereafter requiring correction <br />of errors in plans or in construction, or of violations of this code. <br />Any permit issued shall become invalid unless the work authorized <br />by it shall have been commenced within six (6) months after its issuance, <br />of if the work authorized by such permit is suspended (when work fails <br />to progress at a reasonable pace or is halted temporarily, not to ex- <br />ceed six months as per the records of the Building Official) or abandoned <br />for a period of six (6) months after the time the work is commenced; <br />provided, that for cause, one or more extensions of time for periods <br />not exceeding ninety (90) days, each, may be allowed in writing by the <br />Building Official. <br />Section 21. Schedule Of Fees. <br />(1) No permit shall be valid until the fees prescribed <br />in this section shall have been paid; nor shall an amendment to a permit <br />be approved until the additional fees, if any, shall have been paid. <br />(2) If any person commences any work on an electrical <br />installation before obtaining the necessary permit, he shall be sub- <br />ject to the penalty prescribed herein. <br />(3) When application for permit is approved and before a <br />permit is issued, a fee therefor shall be paid as established in a <br />Schedule of Fees by Resolution of the Board of County Commissioners of <br />Indian River County, Florida. <br />Section 22. Inspections. <br />(1) All new electrical work, and such portions of existing <br />installations as may be affected by new work or any changes, shall be in- <br />spected to insure compliance with all the requirements of this code and <br />to assure that the installation and construction of the electrical system <br />is in accordance with approved plans. <br />(2) All piping or tubing to be concealed, shall be in <br />place; all junctions shall be soldered and left untaped, or approved <br />mechanical connectors may be used. If due to structural conditions <br />panels cannot be set, such adapters shall be in place before meters <br />are installed or system otherwise energized. No such wiring or instal- <br />
