Ly s -Chairman <br />RE: JAIL <br />You have all received a copy of 111r. Davis' report on our visit to <br />Tallahassee in connection with the jail improvements. I want <br />to emphasize three things. <br />1. The Department of Corrections' attitude has not changed because <br />we have'a new Sheriff. It has changed because the Department is <br />being sued as the result of not enforcing the irregularities <br />reported in past inspections. <br />2. They are going to insist that we meet minimum housing and <br />manning standards. <br />3. They will not support us if we don't meet the minimum standards <br />and we could find ourselves subject to Federal standards, which <br />are much more onerous. <br />Mr. Folsom tried to impress on us -the importance of a record of <br />diligence in improving the jail.' One of the things which he <br />repeatedly referred to as a requirement was a Resolution from the <br />County Commission indicating that they plan to build a jail within <br />the next 5 years. I am asking that such a Resolution be added to <br />the agenda of the next regular meeting. <br />Mr. Folsom also indicated that it was as important to have the re- <br />quired minimum manning as it was to have the proper structure for <br />a jail. Accordingly, I am recommending that the Sheriff add the money <br />necessary for the required manning to his budget (something on the <br />order of $100,000) in addition to the approximately $150,000 that <br />will be required to upgrade the jail. <br />A BRIEF DISCUSSION ENSUED. <br />ON MOTION BY COMMISSIONER SCURLOCK, SECONDED BY COMMIS- <br />SIONER FLETCHER, THE BOARD UNANIMOUSLY AUTHORIZED THE COUNTY ATTORNEY <br />TO PREPARE AN APPROPRIATE RESOLUTION AND BRING IT BACK TO THE BOARD <br />FOR THEIR REVIEW. <br />RENOVATIONS TO THE INDIAN RIVER COUNTY JAIL <br />THE BOARD NEXT DISCUSSED THE FOLLOWING MEMORANDUM FROM <br />THE COUNTY ADMINISTRATOR: <br />SEP 2 1981 <br />11 <br />BOOM 4 7 PAGE 34'8 <br />
