1981 Boar PAGE <br />SEP 2 <br />347 <br />COMMISSIONER FLETCHER STATED THAT HE WAS NOT LEAVING THE <br />ROOM. HE DID NOT AGREE WITH THE INTERNAL POLICY OF LEAVING THE ROOM. <br />DISCUSSION FOLLOWED. <br />ATTORNEY COLLINS STATED HE WAS NOT SURE THERE WAS A CONFLICT. <br />HE ADDED THAT THE STATUTES STATED HE SHOULD VOTE. <br />CHAIRMAN LYONS EXPLAINED THAT THE BOARD WOULD EXPECT COMMIS- <br />SIONER FLETCHER TO FOLLOW THE POLICY OF THE BOARD UNLESS HE WOULD <br />GET THREE VOTES TO CHANGE THE POLICY. EVEN THOUGH HE DISAGREED, AND <br />AS LONG AS THE POLICY WAS PUT TOGETHER BY THE MAJORITY OF THE BOARD, <br />IT WAS INCUMBENT UPON HIM TO FOLLOW THE RULES OF THE BOARD. <br />MOTION WAS MADE BY COMMISSIONER SCURLOCK, SECONDED BY COMMIS- <br />SIONER WODTKE, TO APPROVE THE RECOMMENDATIONS MADE BY THE COUNTY <br />ADMINISTRATOR REGARDING THE VERO SHORES DAYBEACONS. <br />COMMISSIONER FLETCHER ADVISED THAT HE HAD BEEN ASKED BY <br />THE PREVIOUS COMMISSIONERS TO BID AS A MARINE CONTRACTOR. HE THEN <br />INQUIRED IF ANY OTHER SECONDARY PROJECTS WERE ANTICIPATED, USING THE <br />MONEY FROM THE FLORIDA BOATING IMPROVEMENT FUND. <br />INTERGOVERNMENTAL COORDINATOR THOMAS COMMENTED THAT ONE <br />PROJECT WAS UNDER CONSIDERATION AT ROUND ISLAND PARK, BUT IT WOULD <br />NOT DEPLETE THE FUNDS. HE ADDED THAT $20,000 WOULD BE MADE AVAILABLE <br />FOR MACWILLIAMS PARK. MR. THOMAS ADVISED THAT THERE WAS $40,000 IN <br />THE FUND, AND EACH YEAR $12,000 TO $14,000 WAS GENERATED INTO THIS <br />PARTICULAR FUND <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON <br />AND CARRIED WITH A VOTE OF 4 TO 1, WITH COMMISSIONER FLETCHER VOTING <br />IN OPPOSITION. <br />.TAIL IMPROVEMENTS <br />THE BOARD NEXT DISCUSSED THE FOLLOWING MEMORANDUM REGARDING <br />JAIL IMPROVEMENTS: <br />
