THE BOARD REVIEWED THE FOLLOWING MEMORANDUM: <br />TO: The Honorable Members of the <br />Board of County Commissioners <br />FROM: Neil A. Nelson, <br />County Administrator <br />DESCRIPTION AND CONDITIONS <br />DATE: August 26, 1981 <br />FILE: <br />SUBJECT: Vero Shores Daybeacons <br />REFERENCES: <br />Advertisement for Bids to Construct the above subject project <br />resulted in no bids being submitted. All contractors that were <br />notified claim they are either too busy or they want to test the area <br />far rock prior to bidding. Florida Marine Construction,Bil:l Gardner, <br />owner, has indicated that he would like to do the work, however, he <br />could not test the area prior to the original bid date, which was <br />extended for two weeks (6 weeks to bid in all). <br />ALTERNATIVES AND ANALYSIS <br />Two alternatives are presented: <br />1) Authorize the County Engineer to negotiate with Florida <br />Marine Construction and attempt to get the work done at <br />a cost not to exceed the $7,150. amount received under <br />the Florida Boating Improvement Fund. <br />2) Readvertise and try to solicite bids. <br />RECOMMENDATIONS AND FUNDING <br />Since the County has already formally advertised six weeks for <br />bids to construct this small project and no bids were received it <br />is unlikely that we will be successful by readvertising. it is <br />therefore recommended that the County be authorized to negotiate <br />with contractors at a not to exceed cost of $7.150. <br />Funding to come from the Florida Boating Improvement Fund. <br />COMMISSIONER FLETCHER STATED THAT HE HAD A CONFLICT OF <br />INTEREST WITH THIS ITEM ON THE CONSENT AGENDA. <br />ATTORNEY COLLINS ADVISED HIM TO DECLARE THE CONFLICT AND <br />THEN VOTE, OR IF HE FEELS UNCOMFORTABLE, HE SHOULD LEAVE THE ROOM. <br />HE CONTINUED THAT COMMISSIONER FLETCHER COULD NOT STAY IN THE ROOM <br />AND NOT VOTE. <br />EP 2 1991 BDOK PAGE 346 <br />9 <br />
