REPORT ON STATUS OF SOUTH COUNTY WATER SYSTEM <br />ENGINEER JOHN ROBBINS REPORTED THAT THE PERMITTING IS <br />VIRTUALLY COMPLETE; THEY HAVE THE INDUSTRIAL WASTE DISCHARGE <br />PERMIT, THE DER CONSTRUCTION PEP�\1IT, THE DER DREDGE AND FILL <br />PERMIT, THE FEC RAILWAY PERMIT FOR THE LINE UNDER THE RAILWAY, <br />AND THE ARMY ENGINEERS PERMIT FOR THE WATER LINE CROSSINGS HAS <br />BEEN APPROVED. THE DER PERMIT RE THE REVERSE OSMOSIS DISCHARGE <br />HE HOPED TO BE ABLE TO PICK UP IN TALLAHASSEE TOMORROW TO <br />CARRY TO ATLANTA, ALL OF THESE ARE NEEDED TO EXPEDITE THE <br />NOTICE OF AWARDS FOR THE CONTRACTS, <br />COMMISSIONER FLETCHER QUESTIONED THE LACK OF A RE- <br />QUIREMENT FOR A CONTROL STRUCTURE TO REGULATE THE FLOW OF <br />THE DISCHARGE INTO THE CANAL AND ON INTO THE RIVER, AND ENGINEER <br />ROBBINS REPORTED THAT THE DER AND EPl! WILL REQUIRE THAT MONITORING <br />TAKE PLACE IN THE VICINITY OF U.S.1 AND THE SOUTH RELIEF CANAL <br />ON A CONTINUING BASIS, <br />ENGINEER ROBBINS THEN REPORTED THAT THE ST. JOHNS WATER <br />MANAGEMENT DISTRICT IS REQUESTING AN ADDITIONAL PERMIT, BUT <br />HE HAD PREVIOUSLY BEEN INFORMED THAT WE WERE EXEMPT FROM THAT <br />PERMIT AND INTENDED TO HAVE IT VERIFIED IN WRITING. HE INFORMED <br />THE BOARD THAT A THIRD WELL WILL BE REQUIRED FOR THE WATER <br />TREATMENT PLANTA PRODUCTION WELL -BUT HE HAS BEEN WORKING WITH <br />FMHA FOR OVER A YEAR OW THE TEST PROGRAM AND HAS OBTA,h.NED <br />ASSURANCE FROM THEM THAT THEY WILL ALLOW US TO AWARD THE CONTRACT <br />WITHOUT HAVING THE THIRD WELL PERMITTED. HE EXPLAINED IN <br />DETAIL THE PRECEDURES TO GET THIS WELL PERMITTED, NOTING <br />THE WE REQUIRE TWO WELLS FOR OPERATION OF THE WATER TREATMENT <br />PLANT, AND THE THIRD WELL IS REQUIRED FOR BACKUP. MRJOBBINS <br />REPORTED THAT THERE IS MONEY AVAILABLE FOR THIS WELL. <br />INQUIRY WAS MADE ABOUT THE STATUS ON THE ADDITIONAL FMHA <br />GRANT, AND MR,ROBBINS STATED THAT INDICATIONS ARE THAT THE <br />FUNDS MAY NOT BE AVAILABLE, AND THOUGH HE FELT IT IS VERY DOUBTFULI/ <br />THEY ARE STILL WORKING ON IT. <br />SEP 2 1981 <br />31 BOOK 4 7 PAGE 368 <br />
