ATTORNEY COLLINS EXPLAINED THAT MONEY WILL BE PART OF <br />THE FINANCING ON THE TOTAL PACKAGE, AND IT IS NOT D,UE UNTIL 30 <br />MONTHS FROM WHEN WE START SERVING OUR OWN RETAIL WATER, RE THE <br />$25,000 BEING HELD BY THE CITY FOR THE VESTED CUSTOMERS, THIS WILL <br />BE TRANSFERRED OR WE WILL GET A CREDIT. DISCUSSION CONTINUED, <br />AND IT WAS NOTED THAT THE $25,000 RELATED TO THE NON -CONNECTED VESTED <br />CUSTOMERS (600 IN THE MOORINGS AND ABOUT 400 IN THE CITY Or: VERO <br />BEACH). <br />ENGINEER ROBBINS REPORTED THAT THEY HAVE HAD MEETINGS WITH <br />GROUPS OF DEVELOPERS IN THE AREA, AND THEY INDICATED THEY <br />WOULD BE WILLING TO SIGN A DEVELOPER'S AGREEMENT AND PAY IMPACT <br />FEES, HE CONTINUED THAT HE BROUGHT UP THE POSSIBILITY OF EX= <br />TENDING THE 2" LINE INTENDED TO SERVE THE 27 EXISTING RESIDENTS <br />TO ALLOW 85 OR 90 TO CONNECT, AND THE CITY AGREED TO 1.90 . <br />CHAIRMAN LYONS SUGGESTED THAT WE CO AHEAD AND CHANGE THE <br />AGREEMENT IN LINE WITH TODAY'S DISCUSSION AND AUTHORIZE COMMISSIONER <br />SCURLOCK AND ATTORNEY COLLINS TO GET BACK WITH THE CITY AND INDICATE <br />THIS IS WHAT WE WANT TO DO SO THEY CAN PUT IT ON THEIR COUNCIL <br />AGENDA. <br />ON MOTION BY COMMISSIONER SCURLOCK, SECONDED BY COMMISSIONER <br />BIRD, THE BOARD BY A 3 TO ]. VOTE, COMMISSIONER FLETCHER VOTING <br />IN OPPOSITION, AND COMMISSIONER WODTKE BEING ABSENT, APPROVED THE <br />CONCEPT OF THE SOUTH BEACH WATER AGREEMENT AS DISCUSSED; THE FINAL <br />DRAFT TO BE BROUGHT BACK TO THE NEXT MEETING. <br />DISCUSSION RE FUTURE NORTH COUNTY WATER SYSTEM <br />COMMISSIONER FLETCHER RAISED OBJECTIONS TO INFERENCES <br />APPARENTLY MADE BY COMMISSIONER SCURLOCK AS TO THE POSSIBLE CON- <br />STRUCTION OF A WATER SYSTEM IN THE NORTH COUNTY. <br />CHAIRMAN LYONS EXPLAINED THAT COMMISSIONER SCURLOCK HAS BEEN <br />INVOLVED IN THE MANY COMPLEX WATER AGREEMENTS BETWEEN THE CITY OF <br />VERO BEACH, AND INDIAN RIVER SHORES, AND THE COUNTY, AND HAS <br />BECOME THE COUNTY'S REPRESENTATIVE IN DEALING WITH THE WATER SITUATION. <br />HE FURTHER BELIEVED THAT THE MAJORITY OF THE COMMISSION IS PRETTY <br />WELL COMMITTED TO EXPLORING THE PROVISION OF A NORTH COUNTY <br />WATER SYSTEM AS SOON AS WE GET ORGANIZED WITH THE FOUTH COUNTY <br />WATER SYSTEM, EVEN THOUGH HE UNDERSTOOD COMMISSIONER FLETCHER'S <br />m "§` <br />
