Sample letter to sewer only <br />customers <br />DESCRIPTION AND CONDITIONS <br />When UDU ran the Gifford water and sewer service, there were ten <br />customers with water and sewer connections who had the water service <br />disconnected so that they could use their own well which they considered <br />better water. With only a sewer connection, most of the customers paid <br />nothing toward their sewer service bills and ran up arrears as shown <br />in Reference A. <br />When the county began the service, connected to the City of Vero <br />Beach water supply, all previous customers were given an opportunity to <br />reconnect for $15.00. Later the connection fee of $200.00 was imposed <br />and then Ordinances 80-21 and 80-22 have imposed the impact fees as of <br />June 1, 1 80. <br />Ordinance 80-13 requires that sewer service shall not be provided <br />without water service, no water or sewer service shall be rendered free, <br />with result that service can be terminated for non-payment. <br />ALTERNATIVES & ANALYSIS <br />Until now, the county had the expense of running the sewage collection <br />system, lift -stations and gravity line maintenance. Now we are on the <br />verge of starting up the Gifford Sewage Treatment Plant so we will have <br />the additional plant operating expenses. After reviewing this problem <br />with the Gifford Water and Sewer Advisory Committee, the Health Department <br />and County Attorney Joe Collins we propose to do the following: <br />1. Have the Board of Commissioners approve deletion of UDU bill records <br />from before the time the County began operating the system on 6/78. In <br />discussion, we learned that some of the debt records (from the time the <br />customers were under U.D.U.) were lost due to rain damage. The concensus <br />was that without such proof, it is difficult to insist those back bills <br />must be paid. I am inclined to agree. Please note on the attached list <br />that if we delete those portions of the bill, the County will have to <br />write off $1,598.28 as bad debt. Before this can be done, this procedure <br />will have to be approved by the Board of Commissioners. <br />49 <br />BOOK 47 PAGE 6 <br />
