FOR THE PROJECT, WHICH COSTS ARE ESTIMATED TO BE $2,000,000 FOR THE <br />ROAD AND $x300,000 FOR THE RIGHTS—OF—WAY. IF NEEDED, HE STATED, THE <br />COUNTY COULD BORROW $4-1/4 MILLION FOR 28 YEARS AT 10% IN ADDITION <br />TO WHAT IS NOW ON HAND. CHAIRMAN LYONS NOTED THAT IF IT WERE DECIDED <br />THAT MORE THAN ONE PROJECT SHOULD BE STARTED, THERE WOULD BE MONEY <br />AVAILABLE IN THE FUND OR AVAILABLE THROUGH BORROWING, EVEN IF THE <br />BOARD WAS TO DECIDE THAT 16TH STREET SHOULD BE WIDENED, CHAIRMAN LYONS <br />STATED IT WOULD BE TWO OR THREE YEARS BEFORE THE BOARD WOULD SPEND <br />ANY LARGE AMOUNT IN CONNECTION WITH THE ROAD. IN OTHER WORDS, HE <br />FELT THAT INDIAN RIVER BOULEVARD DID NOT NECESSARILY CREATE A CONFLICT. <br />COMMISSIONER WODTKE POINTED OUT ANOTHER ITEM OF IMPORTANCE: <br />IN CONSIDERATION OF THE SOUTH COUNTY FIRE DISTRICT, THIS PROPOSED <br />ROAD WOULD BE USED IN ORDER TO PROVIDE FIRE PROTECTION TO THE HOSPITAL. <br />THE CHAIRMAN INFORMED THOSE PRESENT THAT THE COUNTY AND <br />THE CITY OF VERO BEACH JOINTLY HAD A DRAINAGE STUDY PERFORMED BY <br />REYNOLDS, SMITH & HILLS, WHO ALSO HAS DONE THE DESIGN WORK ON THE <br />PROPOSED INDIAN RIVER BOULEVARD. <br />MR. DEMUDD, OF REYNOLDS, SMITH & HILLS, INTRODUCED HIS <br />ASSOCIATES AND THEN PROCEEDED TO PRESENT SOME OF THE DETAILED FACTS <br />OF THE PROJECT. HE DESCRIBED THE GENERAL AREA AND THE DIRECTION IN <br />WHICH THE PROPOSED ROAD WAS TO BE BUILT, <br />QUENTON WILSON, OF REYNOLDS, SMITH & HILLS, COMMENTED THAT <br />THE PRIMARY PURPOSE THIS EVENING WAS TO CONSIDER THE BIOLOGICAL <br />REPORT AS PART OF THE LOCAL APPROVAL PROCESS. HE ADDED THAT VARIOUS <br />PERMITS FOR THIS PROJECT WERE REQUIRED AND THEIR FIRM HAS BEEN <br />WORKING WITH THE PERMITTING AGENCIES FOR THE PAST 16 MONTHS. <br />CHAIRMAN LYONS SUGGESTED WE DEFER THE READING OF THE REPORT <br />INTO THE MINUTES UNTIL LATER IN THE EVENING, <br />STEVE MCKAY, OF REYNOLDS, SMITH & HILLS, EXPLAINED THAT <br />THE ROADWAY WAS A TWO LANE FACILITY AND THERE WERE THREE.PRIMARY <br />DRAINAGE STRUCTURES INCLUDED IN THE PLAN. <br />ROD GHIOTO, OF REYNOLDS, SMITH & HILLS, APPROACHED THE <br />BOARD AND DISCUSSED THE PRIMARY DRAINAGE ASPECTS OF THE PROJECT AND <br />SEP 141981 <br />9 <br />BOOK 47 FADE 40es <br />4 <br />
