Wheeler <br />FROM: Reese Kessler <br />DATE: August 31, 1981 <br />SUBJECT: 31-39798, Indian River County <br />Indian River Boulevard Extension <br />The applicant has modified the original proposal by revising the mean <br />high water elevation from 2.2 ft. (msl) to 0.8 ft. (msl) and providing <br />a .2 mile segment of road between the North end of Indian River Boulevard <br />(proposed) and the East end of Barber Avenue. <br />The section of land between the two roads'consistg of a dirt road that <br />originally was part of a mosquito control impoundment dike. Adjacent <br />to the road is a tidal drainage ditch. This ditch is vegetated by <br />scattered mangrove and flows Southernly toward the North canal (Va.ssinburg <br />Creek) . <br />The proposed modification is not expected to have a significant adverse ef- <br />fect on Marinc biological rC—sources . The original r ^. nmrn � �ti r <br />...._. � on for <br />minimizing the proposed road are still offered. The flapgate on the culverts <br />must be on the upstream side to restore natural tidal innundation of the <br />swamp. Downstream flagpgate will only drain the impoundment at the benefit <br />of the property owner and not the general public.
