Beindorf <br />County Administrator and Associates to Neil Nelsor' <br />dated August 18, 1981 \ <br />DESCRIPTION AND CONDITIONS \ <br />The County Landfill is currently under violation of State Water Quality <br />Standards as determined by the Florida DER for discharging water of excess <br />turbidity to the C-6 Indian River Farms Canal. Beindorf and Associates, the <br />Engineering Consultant for the Landfill, has investigated the problem and has <br />recommended a course of action via the above referenced memo. <br />ALTERNATIVE AND ANALYSIS <br />The recommended cure involves construction of interconnecting settling <br />basins, appurtanances,-and turbidity curtain near the pump discharge. The other <br />alternatives investigated are presented in the above referenced memo. <br />The Engineering Department has reviewed the proposed plan and has no <br />objection to the recommended alternative. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that the following action be taken by the Board: <br />1) Approve the Sedimentation Basins proposal method of treatment out- <br />lined in Mr. Votapka's memorandum. <br />2) Authorize Beindorf and Associates to apply for the Construction <br />Permit to be issued by the Florida DER. <br />3) Approve funding in the amount of $10,000. from account no. 411- <br />217-534-34.65 (unencumbered balance of September 3, 1981 is <br />approximately $42,785.), General Operating Funds for the Landfill <br />for the construction required and necessary incidental work by the <br />_ County. <br />4) Approve construction of the settling basins and appurtanances. <br />MR, VOTAPKA NOTED THAT THE SEDIMENTATION METHOD WOULD BE THE LEAST <br />COSTLY AS THE SETTLING BASIN CAN BE EXCAVATED BY THE EARTH MOVING <br />EQUIPMENT LOCATED AT THE LANDFILL, AND THE EXCAVATED MATERIAL CAN BE USED <br />AS COVER FOR THE DAILY LANDFILL OPERATIONS. <br />IN DISCUSSION IT WAS NOTED THE BEINDORF & ASSOCIATES WORKED <br />WITH POST, BUCKLEY, SCHUH & JERNIGAN AS A JOINT VENTURE IN THE DEVELOP- <br />MENT OF THE SANITARY LANDFILL AND THIS PROBLEM AROSE AFTER THE LANDFILL <br />WAS BUILT AND THE D.E.R. SAID WE NEEDED AN INDUSTRIAL WASTE DISCHARGE <br />PERMIT. <br />
