SEC. 4 con""'"`" <br />ll, <br />uses will be kept to a minimum and/or accessory to the <br />agricultural use. <br />It is also to be recognized that the agricultural use serves <br />also as a "holding" district and that as urbanization takes <br />place,'lands presently used for agricultural purposes will <br />be subject to change to other land uses. <br />(B) USES PERMITTED. In this district a building or premises <br />may be use only for the following purposes: <br />(1) General farming, including all types of agriculture, <br />horticulture and accessory structures <br />(2) The mining of earth in removing therefrom minerals and <br />other substances, including earth, sand or marl by hy- <br />draulic means or other processes; provided, however, <br />that the land surface shall be restored to a condition <br />suitable for development for residential use within 48 <br />months from the time of the original change of the land <br />surface unless a renewal permit is obtained. If any <br />such mining shall continue for a longer time, then the <br />process of restoring the land surface shall follow the <br />process of the mining in order that the restoring of <br />the surface shall always continue and progress to meet <br />the requirements of restoring within the time provided. <br />Further, that the creation of water areas is specifi- <br />cally permitted, if the banks of such water areas are <br />sloped, graded and dressed up. Such mining shall not <br />be carried on within one hundred and fifty (150) feet <br />of the projected right-of-way line of any existing or <br />proposed public road, nor within one hundred and fifty <br />(150) feet of the outer perimeter of the land area. A <br />mining permit or renewal permit will be issued by the <br />County Administrator only after mined area restoration <br />plans have been submitted to and approved by the Indian <br />River County Zoning Commission and after a performance <br />bond or other acceptable security has been posted, guaran- <br />teeing the restoration as planned and approved <br />(3) Dairying and commercial raising of livestock and poultry <br />(4) Stables <br />(5) Agricultural research laboratories, provided the struct- <br />ure is completely enclosed and is located on an area of <br />not less than thirty (30) acres <br />(6) Nurseries, including a structure for sale of products <br />grown on that land, fruit stands and vegetable stands <br />(7) Single family dwellings <br />(8) Schools <br />(9) Churches and other religious and charitable organiza- <br />tions, structures accessory thereto, and appurtenant <br />parking areas <br />(10) Public buildings <br />(11) Home occupations <br />(12) Country clubs and standard golf courses <br />(13) Public recreation areas and their accessory buildings, <br />and parks owned or operated by the State or County <br />(14) Power plants, substations, telephone exchanges and util- <br />ity plants <br />(15) Cemeteries <br />(16) Accessory use and structures customarily associated with <br />and subordinate to the above uses, subject to the condi- <br />tions expressed in Section 25, sub -section (G) <br />(C) SPECIAL EXCEPTIONS. The following uses may be permitted by <br />the Boar o County Commissioners after a site plan approval <br />and recommendations have been received from the County Zoning <br />Commission according to Section 23. ., <br />(1) Guest cottages, mobile homes and tenant dwellings as <br />accessory uses <br />(2) Agricultural oriented businesses such as offices, build- <br />ings, assembly hall, fish hatchery and sales provided it <br />does not adversely affect adjacent land, but not includ- <br />ing wholesale or processing operations <br />-11- <br />
