Fi <br />7 SEC. 22 complete,SLC. 23 <br />(G) FRONT YARD. Every lot, shall have a front yard or street <br />yard of not less than ten (10) feet in depth. <br />(II) REAR YARD. Same as front yard. <br />(I) SIDE YARDS. No side yards shall be required except for those <br />u�i ngs or structures holding or containing liquid or mater- <br />ial having an explosive capability in which event there shall <br />be a side yard on each side of not less than thirty (30) feet <br />in width. <br />(J) OFF-STREET PARKING REQUIREMEPNTS as set forth in Section 24. <br />Section 23. SITE PLAN APPROVAL <br />Whenever site plan approval is required in this Ordinance, the <br />following procedures and requirements shall be followed. <br />(A) SITE PLAN REVIEW - PROCEDURE: <br />No building or structure, or part thereof, shall be erected, <br />or used, or land or water used, or any change of use consumma- <br />ted, nor shall any building permit be issued therefor, unless <br />a site plan for such building, structure or use shall have <br />been reviewed by the County Zoning Commission. <br />(1) Before such site o_lan shall be approved, an application <br />for such approval shall be filed with the County Admin- <br />istrator. <br />(2) An application shall be in a form substantially in accord- <br />ance with the form prescribed by the County Administrator's <br />office, copies of which may be obtained from the Zoning <br />Department of the County. The authority for a person <br />other than the owner(s) to sign such application must be <br />attached to and accompany said application. <br />(3) The application shall be forwarded to the County Zoning <br />Commission which shall then proceed to make appropriate <br />studies and/or reviews required to make an appropriate <br />recommendation, and it may consult the views of the <br />Planning Director. This shall be done with deliberate <br />haste by all departments and commissions, so as to pre- <br />vent inconvenience and delay to the project. <br />(B) Any such building, structure or use shall be erected, altered, <br />installed and maintained in full conformity with the provision <br />of the zoning ordinance and with a site plan approval by the <br />County Zoning Commission. <br />(C) In reviewing such site plan, the County Zoning Commission <br />shall consider the location, size, height, spacing, appear- <br />ance, character and utilization of any building, structure <br />or use and their appurtenances, access and circulation of <br />vehicles and pedestrians, streets, parking area, yards and <br />open spaces, landscaping and relationship to adjacent prop- <br />erty. <br />(D) The County Zoning Commission shall not approve such plan un- <br />less it finds that such site plan conforms to all anplicable <br />provisions of the zoning ordinance, that the -safety and con- <br />venience of the public are properly provided for, that ade- <br />quate off-street parking and loading facilities are provided <br />for owners, tenants, visitors and employees, and that ade- <br />quate protection and separation are provided for contiguous <br />and nearby residential property. <br />(E) The County Zoning Commission may attach to its approval of a <br />site plan any reasonable condiLl.,ns, limitations or require- <br />-34- <br />
