A great deal of discussion followed regarding the problem <br />with traffic on 16th Street, and it was felt special emphasis should <br />be placed in this particular area. It was also determined that there <br />will be a comprehensive study on what needs to be done in the area, <br />such as data gathering, fact finding, and analysis. <br />Engineer Davis explained that there will be a series of <br />drawings of each collector and arterial road; priorities for <br />improvements; as well as visual and graphic presentations that should <br />address all the traffic functions in those areas. <br />Chairman Lyons noted that the Committee will end up with <br />one or more recommendations from each municipality so that trouble <br />spots can be pin -pointed right away - these will receive priority <br />on the work list. <br />Commissioner Wodtke explained that as soon as all the <br />municipalities make their appointments, then the Committee will <br />start to function and get involved by doing research, gathering input <br />from DOT, and researching the funding. After the Traffic Engineer <br />reaches an understanding regarding the County and State responsibilities <br />for roads, then funding can be researched. Commissioner Wodtke <br />asked if there was any specific direction or restrictions the <br />Committee should be given, prior to their first meeting. <br />Chairman Lyons felt County roads going through municipalities <br />was a major concern. <br />Frank Zorc, interested citizen, spoke of the time element <br />of 8 or 9 months for the work of the Traffic Engineer to complete <br />his study. He commented that the Committee will be assigned the task <br />of recommending road priorities, but they will have nothing to do with <br />the design of the road. Mr. Zorc emphasized that the Board should <br />not waste time and asked for a resolution relating that 16th Street <br />has been addressed and that it has the total support of every <br />organization. <br />He <br />continued that no matter <br />what the <br />Committee recommends, <br />he felt that <br />16th <br />Street would be improved <br />by sheer <br />public demand. <br />Mr. Zorc requested that the personnel should not have to establish <br />this fact but, just start evaluating what has to be done. <br />OCT 7 1991 Beff 47 PACE "I <br />23 <br />
