rr <br />BOOK 47 PAGE 72.1 <br />OCT 7 1991 <br />Commissioner Scurlock mentioned that the Traffic Engineer <br />and his assistant were going to be developing a data base, of which <br />16th Street was a part. Special emphasis should be put on the 16th <br />Street problem, he noted. He would assume that the Traffic Engineer <br />would study this and come up with a solution. <br />Commissioner Wodtke asked for direction as to what the <br />Committee was going to do. <br />Confusion arose as to what would be the duties of the <br />Traffic Engineer and,the Transportation Planning Committee, concern- <br />ing 16th Street. <br />Administrator Nelson noted that the County does not have <br />the capability of redesigning a road. He envisioned that once the <br />problem is identified and the scope of work determined, the Traffic <br />Engineer would come back to the Board to request having an engineer- <br />ing firm design the road. The Administrator explained that 16th <br />Street had many complexities because it was a major arterial connection, <br />and he recommended having an engineering firm do the design. <br />Mrs. Dolly Buck, interested citizen, came before the Board <br />and complained that her life was in danger because of the bad traffic <br />conditions on 16th Street when she -rides her bicycle. She requested <br />that the work on 16th Street be expedited. <br />Commissioner Bird felt the Transportation Planning Committee <br />was intending to look at the problems of the overall community, and <br />find out where the priorities are in the whole County. <br />Motion was made by Commissioner Bird, seconded by Com- <br />missioner Scurlock , that the Traffic Engineer and staff begin the <br />study within the areas defined by the Administrator; that they study <br />the area of 16th Street and related problems; and after the data is <br />gathered, the matter should come back to the Board. <br />Ruth Stanbridge, interested citizen, felt the Committee— <br />was was very necessary but until it convenes and becomes an active, <br />productive committee, the County could direct their professional staff <br />to proceed with the work on roads. After the Committee is formed, <br />all roads should go to the Committee for consideration for the final <br />priority list and funding. <br />
