M, m <br />Administrator Nelson then reviewed the following memo in regard to <br />the hazardous structure belonging to Raymond Davis: <br />rte' i1 <br />TO: Board of County Commissioners DATE: October 1, 1981 SLE: , <br />SUBJECT: Removal of hazardous structure <br />belonging to Raymond Davis <br />FROM: Neil Nelson REFERENCES: . <br />County Administrator <br />It is recommended that the data herein presented be given formal consideration by <br />the County Commissioners. <br />Description and Conditions <br />The structure is located on Lot 7, Block 4, Spruce Park Subdivision, Gifford, <br />Florida (24th Avenue and 42nd Place), and belongs to Raymond Davis. <br />There are residents presently surrounding the lot and property of the hazardous <br />structure. <br />The building is in a delapidated condition because of neglect.. The windows are <br />missing; the roof has holes in it, and the structure needs painting: The lot needs <br />to be cleared of large pepper trees. <br />This neglect is a direct result of unkept conditions; allowing children to play in <br />this structure with the possibility of injuries due to nails, glass and other debris; <br />undesirable elements in the neighborhood use the property as a refuge. <br />Alternatives and Analysis <br />A) Initiate action which would result in the removal of the structure. This would <br />help clean up the neighborhood and remove a potentially dangerous situation to the <br />health, safety and welfare of the neighborhood. <br />B) Not to approve the removal of the structure. If this alternative is selected, <br />the building would continue to deteriorate and present an unsafe situation and be a <br />continual eye -sore to the community. <br />Recommendation <br />It is recommended that the County Commissioners authorize staff to proceed with <br />removal of the structure. <br />The following actions need to be taken in order- to initiate resolution of the <br />problem: <br />Action by the County Attorney <br />A) This will require the County Attorney to prepare all legal docum— <br />tation to support the removal of said building. <br />B) This will require the County Attorney to notify the Coubty <br />office that all legal action has been completed. <br />Action by County Administrator <br />A) County Administrator will, within 7 days after notice from County <br />Attorney, instruct the Road and Bridge work crew to remove structure or <br />items. <br />B) The County Administrator will determine the cost of removal and notify <br />the owner in writing of the amount of cost. <br />Follow up action by Attorney <br />A) If payment from the owner or owners have not been received after 30 <br />days from written notice by the Administrator, the County Attorney will <br />cause a lien to be placed against the property.
