OCT 7 1981 <br />Box -4 r PnE ',3 <br />Commissioner Scurlock commented that the proposed modification of <br />our ordinance would apply to all multi -family structures and would <br />apply to everyone on a master meter. He felt that in the future we <br />should not allow these master meters which present problems. <br />Discussion continued as to the fact that when the original <br />agreement was entered into with Vista Royale, the pitfalls of having <br />master meters were not anticipated. It was noted that having master <br />meters encourages large use of water. <br />Engineer John Robbins commented that in the original determination <br />of the rate structure under FHA requirements for retirement of the debt <br />service for the South County, we will have to generate a certain <br />revenue. He did not think at this point there will be any feeling with <br />the FHA as to how we come up with the rate, but at the time of closing, <br />we will have to come up with the annual revenue calculation, and we may <br />have to look at some of the numbers at that point. <br />Commissioner Scurlock reported that Utilities Director Liner <br />looked at the actual consumptive use and took an average. It was noted <br />that for a significant portion of the year, the consumption is down <br />because many of the units are not occupied. <br />Commissioner Fletcher felt it should be noted that the County's <br />minimum bill cannot be less than $7.10 because of the bond <br />requirements. It was pointed out that that is true only under the <br />present conditions and also noted that the average was based on peak <br />use of a fully occupied building. <br />Discussion continued about finding a way to reduce rates, and <br />Commissioner Scurlock felt the memo presented their best efforts, and <br />it was favorably received by the property owners. <br />Attorney Collins noted that all along under the South County <br />program, we have provided updates of our ordinance to the FHA and <br />0 <br />although the Engineer has said that at the time we close on the loan, <br />we need to be generating the money for retiring the debt service,he.----_-- <br />would be uncomfortable making any change in the ordinances before FHA <br />can review them. <br />Commissioner Scurlock wanted to make it clear that the residents <br />would remain on their present rate until the County plant comes on line <br />because they would not receive any benefits until the County has the <br />ability to serve them. <br />
