Discussion continued further with regard to rates, and Utility <br />Director Liner noted that Vista's rates resemble the County's very <br />much; they charge per gallon, but treat each building as a single unit. <br />The Property Association pays the total bill. It was noted that the <br />commercial rates are identical. <br />Engineer Robbins pointed out that requiring multi -family dwelling <br />units to go with individual meters is also going to require that all <br />the initial plumbing be separate, which will increase the cost of the <br />unit. <br />The Chairman felt that in the long run, water conservation will <br />be a controlling factor. <br />Motion was made by Commissioner Scurlock, seconded by Commissioner <br />Bird, Commissioner Fletcher voted in opposition, the Board by a 4 to 1 <br />vote, accepted the recommendation of the County staff and authorized <br />the County Attorney to make the necessary contacts with FHA to get <br />final approvals to proceed to advertise and to contact the Vista <br />representatives and indicate the position of the Commission. <br />REPORT ON SOUTH COUNTY WATER SYSTEM <br />Engineer Robbins reported on the $3,500 impact fee proposed <br />for the Phase I improvements of the South Beach water system. He <br />stated that at the last meeting a question was raised and there was <br />some confusion as to whether this accounts for all the various impact <br />fees applicable to the system; so, they went back over their figures. <br />Engineer Robbins explained that there should be no plant capacity <br />charge at this juncture bcause what we are talking about are the <br />improvements required to connect to the Vero Beach system, and these <br />will not place a demand on the water plant because it is not on line <br />yet. The first phase improvement, i.e., the ground storage tank, <br />booster pumps, etc., are facilities in the master system that will <br />benefit the future.
