OCT BOOK 4 7 FE 743 <br />The Chairman stated that the purpose of the meeting was <br />to discuss the following items: <br />1. Area east of U.S. #1 from hospital to <br />North Relief Canal. <br />2. A -1-A & S.R. 510 Tourist Commercial Node. <br />3. West Wabasso. <br />4. I-95 & S.R. 512 Node. <br />5. LD -2 area south of S.R. 60 to South Relief Canal. <br />6. Troglen, Global Paving & Old Race Track Area. <br />7. Sebastian Airport Industrial Node. <br />Chairman Lyons stated that Mr. Avril had planned to discuss his <br />property on U.S. #1 this evening but was called away on business. <br />Mr. Avril had sent a letter to the Planning Department explaining <br />his concerns. <br />Planning Director Rever referred to Item 1, the area east <br />of U.S. #1 from the hospital to the North Relief Canal, which contains <br />different elements of concern such as medium density housing and <br />environmentally sensitive areas. He advised that he has worked with <br />attorneys and the Florida Fresh Water Fish & Game Commission and <br />felt they had a reasonable proposal for an environmentally sensitive <br />designation. <br />Senior Planner Art Challacombe then gave a summary of existing <br />conditions of the area in terms of inventory, land use, zoning and <br />the proposed land use plan. He displayed a 1973 aerial photograph, <br />as well as an aerial photograph dated 1981. He referred to a "special <br />treatment" district at Lindsey Road to the North Relief Canal, and <br />the intention of the plan is to show an overlay over an existing <br />density classification - this would not be a density cap. Mr. <br />Challacombe commented that under zoning, they have no special classi- <br />fication for environmentally sensitive areas but by using the overlay, <br />the area would receive special treatment. He stated that they can <br />create zoning for wetland areas; and the owners in those areas could <br />be given restrictive use through zoning. <br />a <br />
