Lengthy discussion and debate continued. <br />Chairman Lyons did not think any one wanted to encourage <br />higher density close to the river. <br />Commissioner Wodtke stated that he did not care to see <br />any density classifications given to the wetland areas. He also <br />felt that development in the area along the river should be multi- <br />family. Commissioner Wodtke spoke about the hospital area and felt <br />they should have flexibility and suggested they leave the area in <br />MD -1 and indicate that there is an environmentally sensitive area <br />at that location and extended it up to the North Relief Canal. <br />Mr. Challacombe interjected that if the Board wanted to <br />have a tighter control over the densities, the recommendation for <br />zoning would be the way to proceed. <br />Ray Fernald, President of the Pelican Audubon Society, <br />gave his comments about the wetlands. He stated that the County has <br />a state-wide reputation as being protective of their wetlands and <br />he would encourage the Board to continue this approach and take the <br />lead role in protecting the resources. <br />Commissioner Bird noted that the Board's basic intent was <br />to earmark and designate the areas under discussion as environmentally <br />sensitive and to prohibit any development. What kind of a density <br />cap is used and how we establish that criteria is a problem that will <br />have to be solved. <br />Discussion ensued about the.environmentally sensitive area. <br />Commissioner Wodtke commented that the people that own the <br />land that is to be zoned..environmentally sensitive will have to know <br />that it will not be developed and that the County wants to preserve it. <br />Attorney B. T. Cooksey briefly discussed the spoil ea.seR: <br />ments; if the County wanted to preserve them, he thought that the <br />transfer of development rights would be the answer. <br />Ann Robinson, Pelican Audubon Society, felt a reasonable <br />approach would be to keep in mind the 100 year flood plan.
