rOCT 141981 BOOK 4 7 Pu <br />Chairman Lyons noted that they were going to use the <br />guidelines from the Florida Game & Fresh Water Fish Commission <br />and outline the environmentally sensitive areas and come up with a <br />zoning classification for the area. <br />Discussion arose regarding transfer of development rights <br />from one parcel to another. <br />Motion was made by Commissioner Wodtke, seconded by Com- <br />missioner Bird, that the area from Barber Avenue to the North Relief <br />Canal would be MD -1, and the burnt orange portion of the map, that <br />was designated as environmentally sensitive, would have a maximum <br />density class of LD -1, using the 1981 map. <br />More discussion followed along those lines. <br />Commissioner Fletcher stated that the CLUP is supposed to <br />be directly related to resources available; there are no resources <br />available, so he was not in favor of increasing the density at <br />that location. <br />Mr. Robinson, Laurel Homes, expressed concern about moderate <br />housing in the area and stressed to the Board that somewhere they are <br />going to have to provide affordable housing. He felt Hibiscus Airport <br />property would provide this need very well. <br />Dean Luethje spoke briefly about the comparison of develop- <br />ment costs of the property on the river vs. the Hibiscus Airport <br />property. He noted the river property would be approximately $20,000 <br />additional per acre to cover the fill, storm water control and the <br />problem of encountering rock. <br />Ron Arendas, representing the working class individual and <br />Piper Aircraft, came before the Board. He felt the plan should do <br />more.than determine density - it should enable people to be able to <br />own homes in the County. Mr. Arendas stated that many of their <br />employees have to leave because hotsing is not available - the cost <br />of housing should not be out of the range of the working class. He <br />did not believe that a plan allowing for 6 units an acre could provide <br />housing at mortgage rates that the people could afford. Mr. Arendas <br />urged the Board to review the CLUP by keeping the working people in mind. <br />
