In addition, financing <br />such as this would be considered an operating and maintenance <br />expense rather than a long term debt, but when the bonds are <br />retired, ownership of the facility must go to the sponsoring <br />organization. Mr. Livingood informed the Board that about 50 <br />million dollars was financed in Lee County using this method, <br />and it was very well received in the market. <br />Commissioner ScurlocX .stated he was under the impression <br />that most of our non -ad valorem funds were already pledged, <br />and Mr. Thomas agreed , but pointed out that this would be a <br />second lien. <br />Commissioner Scurlock commented that it made absolutely <br />no sense to him to pour money into a bad situation when we <br />know we must have a new facility. He believed we need to <br />make a good faith minimum effort to make do until we can plan <br />and build a new facility. The Board agreed. <br />Discussion ensued about looking for an architect and <br />pursuing financing. It was noted that the process of finding <br />an architect takes several months. <br />On Motion by Commissioner Scurlock, seconded by <br />Commissioner Bird, the Board unanimously authorized beginning <br />the process of selecting an architect for the design of a new <br />jail. <br />Commissioner Fletcher reported that he had talked with <br />Attorney Stewart of the Bar Association, and they are having <br />problems with financing lawbooks to provide to the jail <br />inmates. The Bar Association would like a letter from the <br />Commission Chairman requesting lawyers who are discarding <br />lawbooks to turn them over to the jail for the purpose of <br />building a law library for inmates.
