OCT 2, <br />Boos 7 PnE 3 <br />SHERIFF REPORTS ON JAIL INSPECTION <br />Sheriff Dobeck came before the Board and reported that <br />they had a surprise inspection of the Jail and the Department <br />of Corrections is going to factor us, but will not give us a <br />figure on how many people we will be allowed to house. He <br />noted that what they seemed most interested in was the fact <br />that we had no indoor recreation facilities. His response <br />was that the prisoners are provided enough daily recreation <br />outside, but the State now says we will provide inside <br />recreation. In order to keep a capacity of 85 inmates, the <br />Sheriff believed we will have to look at some sof the <br />renovations they are recommending. <br />The Sheriff was informed that the Board had authorized <br />$70,000 earlier in the meeting for some of the most <br />critically needed items, and the Board requested that he join <br />with them in a holding action until we can move ahead with <br />plans for a new jail. The Sheriff indicated that he would <br />cooperate as requested. <br />PROPOSED REANNEXATION OF TRACKING STATION PARK <br />4 <br />Chairman Lyons reported that he has been working on a <br />proposed 99 year agreement with Indian River Shores in regard <br />to the use of the Tracking Station Park, which agreement <br />would be needed in conjunction with the possible reannexation <br />of the County Tracking Station Park area. <br />Mr. MacAdam informed the Board that it is believed that <br />an annexation which did not include all the county land would <br />produce an enclave in violation of State statutes and provide <br />the very kind of legal situation which they have just gone <br />through. In addition, if all the park property were not <br />annexed, half would be in Indian River Shores and half in the <br />County which would require two policing jurisdictions and be <br />very difficult to control. Mr. MacAdam hoped that the County <br />would take into account the resolution made by Indian River <br />Shores affirming that they have full faith there will be a <br />park on the site in question and agreeing that the land never <br />
