General Health this year is $387,000 and last year was <br />$313,000. It was explained this includes the Humane <br />Society, Visiting Nurses, Mental Health, Spouse Abuse, <br />Alco -Hope, Sheltered Workshop, and the County Health <br />Department. With the last we have no choice - last year it <br />was $150,000, and this year it is $200,000, and whatever the <br />bill is, we have to pay it. <br />Commissioner Scurlock next. discussed the County <br />Commission's contribution to the YMCA swim program which is <br />for <br />all 5th graders. He <br />personally <br />did not <br />want to <br />cut <br />that <br />item and noted that <br />we pick up <br />a portion <br />of the <br />costs <br />and the School provides buses and gas. <br />For the Library last year the budget was $110,450, and <br />this year it is proposed for $110,000. The contribution to <br />the State Forestry Service was $3,000 last year and the same <br />this year. The contribution to the Treasure Coast Regional <br />Planning Council has increased $5,000, and Commissioner <br />Scurlock had no opposition to that; -there is an existing <br />intergovernmental contract to pay the Regional Planning <br />Council based on population. <br />Commissioner Scurlock felt possibly we could cut back <br />on the funds for the Vero Beach Chamber of Commerce. <br />Mr. Luippold noted that the Commission is talking about <br />small amounts and that is not the way his taxes have gone <br />up. He urged that the Commission just take the revenue that <br />is coming in and cut up the pie proportionately. <br />Commissioner Scurlock noted that the Board is trying to <br />balance the level of services the people want with what we <br />have <br />to <br />pay, <br />and that is <br />why we <br />are reviewing <br />the budget <br />line <br />by <br />line. <br />He asked <br />if the <br />people want a <br />library, a <br />humane society, etc., etc. <br />Loud discussion ensued in the audience. <br />The Board reverted back to a discussion of the Chamber <br />of Commerce, and Chairman Lyons stated that he would vote <br />not to fund them.
