OCT 29 <br />1981 <br />BOOK <br />47 ur,F 883 <br />have hoped we <br />could have done something with the <br />Zoning fee <br />structure. Growth is increasing demands, and in lieu of <br />impact fees, a new measure would be that we look to new <br />development generate some additional revenues to address <br />some of these problems. He felt we should address the fee <br />structure. <br />Finance Officer Barton agreed and felt this should be <br />done this year and gotten in place before March. He noted <br />there is a difference between the fees charged by the City <br />and the County; the County's being less, and at present we <br />contract with the City for services. <br />Chairman Lyons suggested that we adopt the Vero Beach <br />fee system, which he believed is about loo higher, and the <br />Board agreed we should proceed in this direction. <br />Commissioner Wodtke felt we need to look at other <br />counties' occupational licenses and fee structure. He noted <br />that the City's occupational license fees are much higher <br />than the County's. <br />Commissioner Scurlock discussed the County Engineer and <br />noted that we eliminated a whole department and combined <br />them and now we have a Public Works i Department. We had a <br />reduction of $117,000 and when we combined, we picked up <br />$101,000, a difference of $16,000, which he did not <br />understand. He asked if there are any new positions. <br />Administrator Nelson stated that actually there are <br />three positions less than the ten originally proposed. Last <br />year we did not have a county engineer - now we also want a <br />survey team and a rodman, and the traffic engineer is <br />another part of the group. <br />Commissioner Scurlock continued to review the total <br />personnel in Public Works now, and Assistant Administrator <br />Greene explained that we took engineering and public works <br />and combined them, ending up with a net reduction of two <br />employees.
