It was determined that the Board should <br />have the ultimate decision for preservation of Jungle Trail, and <br />guidelines should be developed. <br />Motion was made by Commissioner Fletcher, seconded by <br />Commissioner Scurlock, that any development impacting the scenic <br />nature of Jungle Trail should come before the Board prior to site <br />plan approval. <br />Mr. Rever commented the Motion means the Board would <br />review all proposals for development that would impact Jungle Trail. <br />The maintenance map was discussed. It was pointed out <br />that since Jungle Trail was a public County road, they could not <br />deny access. <br />Commissioner Fletcher withdrew his Motion and Commissioner <br />Scurlock withdrew his second. <br />The Board ensued in a lengthy discussion about who would <br />maintain control of a draw bridge, the County or the developer, if <br />one was to be built at Jungle Trail. No decision was reached but <br />it was felt guidelines should be developed for this historical area. <br />Mr. Rever noted that four public hearings and five work- <br />shops were held to straighten out all the questions posed on the land <br />use elements. They will be..workin.g to incorporate all the changes <br />into a final draft document with the basic maps. <br />Discussion ensued about the time element. <br />
