Robbi nsg6w_ <br />MEMORANDUM <br />Project No. <br />SUBJECT: Review of Proposal from U.S.G.S. for <br />Water Resource Study, Indian River County, Florida <br />At the request of the County Administrator's and Planning Director's offices, <br />I have completed a review of "Proposal for an Investigation of the Availability <br />and Quality of Water Quality in the Shallow and Floridan Aquifers, Indian River <br />County, Florida" (Draft). The referenced draft proposes Indian River County in <br />cooperation and conjunction with the U.S. Geological Survey and the St. John's <br />River Water Management District would perform a water resource investigation of <br />the eastern half of Indian River County for the purpose of determining the short <br />range needs and long range tauter resource monitoring for the County. <br />As you are aware, we have met with U.S.G.S. and St. John's River Water Management <br />District to discuss the specific aspects of this proposal, and to also request <br />that information needed to determine which specific water resource to utilize be in- <br />cluded toestablish a possible North County Water System. My basic comments address <br />-not necessarily the overall content of the program proposed, but address a level <br />of detail necessary in order to make decisions regarding an immediate use of a <br />water resource. Specifically, we would request in the proposal that other factors <br />other than chloride content of the Floridan Aquifer and the shallow aquifer be used <br />as control parameters. The use of total dissolved solids monitoring for color and <br />turbidity would also be very beneficial in making decisions relative to a use of <br />a resource and how it relates to an ultimate treatment process for a particular <br />aquifer. Utilizing past data and extrapolating a trend would be very beneficial <br />in predicting what ultimate water quality would be available -from a particular <br />aquifer, and we would request that this information he included in the approach <br />of the Phase I Investigation.
